As the Proposal Lead, you will:
Shape estimating approaches for all touch labor and manufacturing engineering labor for CMS proposals.
Attend all proposal kickoff and status meetings to communicate progress with Program leadership.
Interface with other functional areas as needed to gather cost and technical data to complete Basis of Estimates for each proposal.
Author Basis of Estimate documents and develop artifacts/exhibits that justify the bid approach for submittal with the proposal cost volume.
Communicate bid approach and associated risks and opportunities during bid approval processes.
Develop and execute negotiation strategies for all touch labor and manufacturing engineering support labor for CMS proposals.
Continuously assess available data and processes that support estimating for improvements and automation.
Perform horizontal integration planning, and interface with other functional areas and Integrated Product Team (IPT) members, ensuring that proposals are implemented in accordance with requirements, schedules, and proposal development budgets.
Required Education, Experience, & Skills
Bachelor's degree and 10 years of experience with proposal development, estimating and negotiating.
Experience with various bidding approaches and applicability of each, depending on the situation.
Ability to communicate effectively both orally and in writing with strong presentation skills.
Experience negotiating cost and pricing for complex projects, products, or services.
Strong organizational skills that support prioritization of a high-volume workload with follow through on schedule and budget requirements for each proposal.
Detail oriented and Microsoft Office proficient.
We may consider candidates who don't meet all of these requirements for a more junior position.
Preferred Education, Experience, & Skills
Master Degree and 11 years of experience in competitive, sole source, fixed price & cost plus proposal development for defense products.
Experience estimating and negotiating manufacturing and support labor for complex fabricated defense products whose acquisition will be governed by the Federal Acquisition Regulation.
Understanding of learning curves, lost learning, discrete and level-of-effort estimating of manufacturing and engineering labor.
Awareness of Defense Acquisition University guidance for cost estimating and demonstrated ability to successfully negotiate proposed labor with defense cost evaluators.
Experience with Oracle and ProPricer.
Earned Value Management experience and familiarity with MIL-STD-881.
A certification in Project Management from an industry-recognized organization such as the Project Management Institute (PMI), Project Management Professional (PMP), and/or Program Management Professional (PgMP).
Pay Information
Full-Time Salary Range: $124200 - $211100
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
