JOB SUMMARY: The Field Supervisor of Distribution and Maintenance is responsible to plan and manage work associated with operating and maintaining a large-scale regional water distribution system. This includes coordination with peer Departments necessary to accomplish Company objectives. The position oversees water distribution operations, maintenance of piping systems, coordination with construction work, workforce planning and management, budget responsibility, and management of the Company's Work Order system. Safety of the workforce, public and compliance with governing regulations and authorities is a key performance requirement.

RESPONSIBILITIES AND DUTIES: Responsible for the 24/7 maintenance and replacements as needed of main, services, hydrants, blow-offs, valves, regulator valves, curb boxes, and other distribution system appurtenances. Assign staff to assess and resolve issues with customer complaints of "no-water" and "Low pressure". Assign staff to perform flushing of the distribution system as determined by other Departments and Work orders, and uni-directional flushing programs. Assist in draining, chlorinating and other water quality maintenance of water storage facilities as requested by other Departments. Ensuring assets are located and entered in the GIS system. Conduct regular meetings with assigned staff for Company updates, continuous improvement ideas, and otherwise share information in line with high performing culture initiatives. Interface with Customers to address problems, requests, and coordinate projects. Serve as the Company representative at community and township meetings, as well as with PennDOT for highway work. May be called upon to lead meetings or present at meetings. Coordinate with municipalities, contractors, developers and PennDOT for all new service and hydrant installations, including all related appurtenances. Manage the Company's Work Order process for assigned area. Review status of Work Orders regularly and take action to ensure close-out per requirements, and reclassification if mis-coded. Assist in preparation of operating department budgets. Manage a budget for area assigned. Responsible to participate in local and regional emergency situations that may result in shutdowns or interruption of service to our customers. Must proficiently use Company software necessary after being trained. Implement Aqua safety policies and procedures. Review job sites and Company operating sites and equipment for safety compliance and act on deficiencies. Ensures Maintenance of Traffic (MOT) controls are set up properly for work areas where traffic is involved by ensuring assigned staff are trained and through periodic inspections of active work sites. Oversee the onboarding and training of new employees., Establishes and implements training programs for staff to ensure continued competency in assigned roles. Performs performance reviews and performance management of staff. Reviews six-month probationary evaluations for operations personnel. Process invoices, purchase requisitions, and other accounting controls to ensure compliance with budgets and work processes. Performs other tasks or special duties as assigned.

SPECIAL EDUCATIONAL OR REGISTRATION QUALIFICATIONS: Associates Degree preferred. Minimum of five (15) years of experience in water distribution system operations and capital improvement projects, including overseeing work related to this position's duties. PA Department of Environmental Protection Class E Distribution License or ability to achieve same within 12-months of job acceptance is required. Certification in Maintenance of Traffic / Flagging (MOT). If not certified, must obtain the same within six-month of start of employment.

BUDGETARY RESPONSIBILITIES: Annual budget ranges from $2M to $4M and includes Expense and Capital related work.
