Talen Energy Senior Manager, Project Management - CCR Projects in Washingtonville, Pennsylvania

Talen Energy is seeking a Senior Manager, Project Management with experience in managing a team responsible for the implementation of large complex removal and remediation projects. Specific experience with Coal Combustion Residuals (CCR) management, removal, transport, and remediation is preferred. Other industry large project removal and remediation experience will be considered. The Project Manager will lead an onsite Operations team and contractors tasked specifically with managing CCRs and CCR units, or related groundwater or wastewaters, including the removal of CCR material to allow for it to be processed and then transported offsite for beneficial reuse. The base work location for the successful candidate will be the Talen Energy – Montour Steam Generation Power Plant located in Washingtonville, Pennsylvania.

Primary Responsibilities:

  • Manage onsite Talen Energy employees assigned to the CCR projects as part of the Environmental Liabilities Management Team. Coordinate individual workloads, assignments, and deliverables for staff.

  • Coordinate site work in conjunction with technical project support from Talen Energy Subject Matter Experts (SMEs) and Plant Operations personnel.

  • Provide coordination between Talen Energy (Corporate Environmental teams and onsite Plant Operations personnel) and consultants and contractors who perform work on CCR projects. Ensure that project work scopes are vetted, and site activities are coordinated with the Plant Manager to mitigate and/or prevent impact to operations.

  • Track the scope, schedule, and budget for each project and provide accurate monthly progress reports.

  • Work with Talen Energy financial representatives to prepare and maintain detailed budget tracking for projects including monthly accruals. Provide updated annual and multi-year spend projections monthly based on project cost and project progress.

  • In coordination with Environmental SMEs, plan, budget, and implement CCR projects in accordance with USEPA, PADEP, and Consent Decree requirements.

  • Communicate actively with site contractors and monitor project work to identify potential factors that will impact progress, budget, schedule, and site safety. Develop and implement work plan modifications as needed to troubleshoot problems.

  • Design and/or manage onsite groundwater treatment systems including compliance sampling and reporting, as required. Supervise Talen Energy employees and contractors involved with treatment system installation, operations, repair, system compliance sampling, and groundwater monitoring well development and sampling.

  • Prepare Project Work Scopes and Requests for Proposal (RFPs) to be distributed to qualified vendors for bidding purposes. Manage bid evaluation and contractor selection process including the issuance of project Purchase Orders in collaboration with Talen Energy Supply Chain.

  • Review and approve vendor invoices.

  • The Senior Manager, Project Management will be responsible for the safe and successful completion of assigned projects within the regulatory timelines.

Candidate Qualifications:

Candidates must possess strong leadership and execution skills, and the technical and management expertise to competently manage large CCR remediation projects. The ability to manage multiple contractors and consultants in both onsite and remote roles is key to the success of this position. The Talen Energy CCR projects include critical regulatory, operational, and financial timelines that must be managed.

Basic Qualifications:

  • Bachelor’s Degree in Engineering (Civil, Mechanical, Electrical, Chemical, Environmental), Engineering Technology, Environmental Science, Construction Management, or related discipline from an accredited college or university. Extensive industry experience will be considered in lieu of a technical degree.

  • A minimum of five (5) years in a supervisory role on large environmental removal or remediation projects.

  • Ability to manage and implement complex project scopes.

  • Experience with project budgets and forecasting.

  • Experience with the use of earth-moving equipment, processing equipment, and top-loading of tracks with material for over road transport.

  • Proficient in Microsoft Office (Word, Excel, PowerPoint) is required. Ability to use Microsoft Project or similar tracking program is a plus.

  • Valid Driver’s License

Preferred Qualifications

  • Large project experience with CCR removal and remediation projects

  • Experience with groundwater treatment system operation and maintenance

  • Previous power plant or similar industry onsite management position

  • OSHA 30 Construction

  • OSHA 40 HAZWOPER Certification
