Serco Military Analyst in Washington

Position Description

If you love high profile and challenging projects supporting the US Navy, Serco has a great opportunity for you! Serco is seeking a Military Program Analyst to support the Navy’s Constellation Class Frigate (FFG 62), and Unmanned Surface Vessel (USV) at the Naval Sea Systems Command (NAVSEA). This position requires to work in the office and visit the customer in the Washington Navy Yard on a required basis. Therefore, flexibility to a hybrid work schedule is allowed.

Our customer is NAVSEA / PMS 339 Program Office for strategic program planning, policy, acquisition, life-cycle management, and technical insertion, for all existing and future Navy Surface Training platforms. Become a member of the Serco Team and help us deliver quality training for the US Navy and our ultimate customer, the US Navy Sailor.

This position supports PMS 339 in the acquisition, stand-up, and lifecycle training support for the Navy’s newest ship classes FFG 62 and USV. In this role you will evaluate training plans for training systems supporting new construction and acquisition programs. You will also work with various stakeholders to assess the feasibility of proposed approaches to training and provide acquisition expertise. The ideal candidate will possess experience in one of several US Navy combatant ship mission areas, such as Anti-Air Warfare (AAW), Surface Warfare (SW) or Anti-Subsurface Warfare (ASW).

In this role, you will:

  • Analyzing unmanned surface vessel (USV) (both Large USV (LUSV) and Medium USV (MUSV) system designs, specifications, and technical data to determine whether various systems are ready for developmental/operational testing.

  • Analyzing proper requirement generation and transfer to an established lifecycle training solution and support.

  • Developing technical/logistics documentation in support of USV operations, training, and sustainment, including user manuals, training guides and system maintenance manuals.

  • Assisting the Program Office with developing concept of operations (CONOPS) and standard operating procedures (SOP) documentation ensuring there is a training plan for every system on each platform.

  • Provide program management and training system acquisition support for the FFG 62 Class Frigate, LUSV, and MUSV training systems.

  • Coordinate with training system acquisition stakeholders to support Planning, Programming, Budgeting & Execution (PPBE) process in support of requirements, development, delivery, and sustainment of Surface Training Systems as required by the Department of Defense 5000.2 series and OPNAV instructions for Warfare Chairs.

  • Make recommendations for training requirements and advise the Mission Area Chair on defending the requirements to the Surface Warfare Training Committee (SWTC) and the resource sponsor.

  • Develop financial planning and budget forecasts for system acquisition and sustainment.

  • Develop and updates Senior Level PowerPoint Briefings.

Qualifications

To be successful in this role, you will have:

  • An Active Secret Clearance.

  • A Bachelor`s degree and 5-7 years.

  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.

  • US Navy surface combatant ship experience (FFG, DDG, LCS) as either a Surface Warfare Officer or Enlisted Surface Warfare Specialist.

  • 1-3 years Navy Acquisition and/or Program Management experience.

  • Navy training systems experience.

  • Expert level experience with Microsoft applications, especially PowerPoint, Word, and Excel.

  • Ability to travel 25%.

Additional desired experience and skills:

  • Surface Warfare experience.

  • Aegis Combat Systems experience.

  • Surface Warfare Officers and Surface Warfare Qualified Enlisted experience.

  • Aegis Combat Systems experience.

  • Anti-Submarine Warfare experience.

  • Master Training Specialist (MTS) or Navy Instructor experience.
