Responsibilities

Program Overview and Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages seven different programs that procure and sustain voice switch and recording systems that enable critical, high availability Air Traffic Control (ATC) voice communications within the National Airspace System (NAS). The VS&R Program Office is responsible for acquisition and full life cycle program management of operational ATC Voice Communications Systems (VCSs), which includes development of requirements, procurement of new systems, verification, validation, testing, logistics, implementation, deployment, and sustainment/tech refresh of existing ATC voice communications systems.

Duties:

The Project Coordinator will assist the FAA NAS Voice Recorder (NVR) Program Lead/COR perform a variety of support functions to ensure programs, projects and business operational activities are completed successfully on time and within budget. The Project Coordinator will also assist Program/Project Managers in all aspects from project initiation to completion and perform daily engagement with program/project staff and contractor support including stakeholders and vendors. The Project Coordinator will also perform organizing activities such as organizing, attending and participating in stakeholder meetings, set up schedules and timelines to monitor progress and help ensure the project meets its goals, and track dates, budgets, invoices and other information using office productivity and approved FAA tools.

Additionally, the Project Coordinator will:

  • Review and verify vendor invoices for APC and NVR programs.

  • Maintain program reports, records, artifacts, and contract letters in FAA online repositories.

  • Assist Knowledge Services Network (KSN) administrator with maintenance of NVR and APC KSN libraries.

  • Coordinate and track changes to NVR and APC procurement requirements.

  • Strategize funding requirements and maintain funding and financial data for NVR, APC, and Telco Vendor.

  • Draft contract letters for routine task orders.

  • Procuring and tracking Telco services for NVR and APC installations.

  • Coordinating Telco requirements with FAA stakeholders and PMO.

  • Assisting and coordinating project management activities such as drafting reports, taking meeting minutes, tracking timelines, and coordinating meetings.

Required Qualifications

The candidate must possess the following knowledge, skills, and abilities:

  • 3+ years of professional experience and a Bachelors Degree required.

  • Knowledge of the Federal Aviation Administration (FAA) and the National Airspace System (NAS)

  • Knowledge of and some experience working with the FAA’s Acquisition Management System (AMS).

  • Strong analytical, writing, presentation, verbal communication, and interpersonal skills with the ability to effectively communicate with diverse audiences.

  • Exceptional attention to detail, well organized, with the ability to understand, de-conflict and prioritize multiple competing activities.

  • Demonstrated ability to manage programs, projects and operate independently.

  • Ability to effectively initiate action, collaborate with others, plan activities and drive action items to resolution.

  • Experience with budgeting and federal appropriation laws.

  • Excellent customer relationship management and negotiation skills.

  • Experience providing guidance, feedback, and consulting services to federal program managers.

  • Ability to work in a dynamic team-oriented environment, demonstrate initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

  • Proficiency in Microsoft Office applications and financial software applications

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
