Summary Selectee must be able to obtain and maintain a TOP SECRET security clearance. This position is located in the Office of the Register of Copyrights and Office of the Director U.S. Copyright Office. The position description number for this position is 336530. The salary range reflects the locality pay adjustments for the Washington, D.C., Metro area. The incumbent of this position will work a flextime, compflex or maxiflex work schedule. This is a non-supervisory, non-bargaining unit position. Responsibilities Using an extensive and expert knowledge of the Copyright Office's organization and functions, strategic priorities, and the Register's immediate priority initiatives, independently plans, implements and evaluates a variety of programs. Regularly interacts with, and oversees the services provided by caterers, musicians/entertainers, audio-visual providers, room or space coordinators, printers and media specialists, and all other necessary disciplines necessitated by the requirements of the individual event. Negotiates details with, and coordinates logistical and other necessary arrangements with external speakers, presenters, and/or performers, many of which have national and international reputations in their areas of specialty. Creates and maintains detailed budgets and other records which provide a permanent record of each project complete life-cycle. Performs post event evaluations and documents lessons learned for future reference. Coordinates and manages assigned projects and project team activities, determining milestones and targets for success of the project, continuously reviewing the project's status, and provides summary reports to the appropriate managers. Understands and communicates stakeholder and customer requirements to team members. Monitors project progress against project requirements. Coordinates and facilitates the delivery of project objectives. Working directly with the Register of Copyrights, performs a wide variety of liaison duties and activities in support of the Register's programs that significantly impact and contribute to the Office of the Register and the Copyright Office. Analyzes and resolves complex organizational or program-related problems or issues in developing and maintaining relationships with various stakeholders both internal and external to the Copyright Office. Serves as the Register's liaison to senior managers and staff within the agency. Anticipates the Register's information needs in order to formulate and implement decision-making in operating and policy venues. Coordinates follow-on actions with principals and staffs. Conducts expert analyses of current initiatives, coordinating the Register's input and guidance and providing feedback. Coordinates and collaborates on various projects and assignments with Senior Level managers. Provides accurate and timely information on procedures, reports, requirements and other matters necessary to implement the Register's policies, directives and instructions. Informs senior officials and others of the Register's views on current issues and programs. Provides timely expert advice and support to the Register on a broad range of issues dealing with organizational change, organizational culture, strategic management planning, Congressional activities, and public speaking engagements in order to maximize value to the organization and to focus the Register's time and efforts. Analyzes unstable or complex program issues and problems for the Register. Receives guidance from the Register and the Assistant Register and Director of Operations on issues to be analyzed and actions to be resolved. Identifies relevant issues based on the operational and program changes and requirements. Gathers and analyzes pertinent operational and/or organization information from multiple, varied, difficult to access, and/or unrelated sources. Selects and/or devises suitable new analytical techniques appropriate to evaluate findings and make authoritative recommendations to the Register.
