Eagle Harbor, LLC , a subsidiary of Three Saints Bay, LLC and Federal Government Contractor industry leader, is seeking Senior Business Operations Specialist Program Manager (PM) with a background in Shipbuilding acquisitions for a position in Washington, DC.

The ideal candidate will be responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion. They will also manage technical and administrative staff and provide ongoing direction in the performance of the assigned program.

Responsibilities:

  • Lead technical discussions for project reviews.

  • Prepare and deliver formal briefings.

  • Review reports and briefing prepared by technical staff for quality.

  • Ensure that appropriate training is delivered to program staff.

  • Develop and monitor program plan including time and cost estimates, project outputs are delivered on schedule and within funding and establish milestones and monitors adherence to program plan and schedule.

  • Prioritize workload and determine staffing levels and make necessary adjustments in staffing to ensure technical quality and appropriate experience levels.

  • Act as primary customer contact for program activities.

  • Regularly meet and updates the customer on project status.

  • Establish and maintain effective relationships with customer and other outside agencies.

  • Develop new business or expand business with the customer including coordinating preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.

  • Participate in negotiating contract and contract changes.

  • Complies with quality assurance and security procedures in the performance of duties.

Requirements:

  • U.S. Citizen

  • Active Secret Clearance required.

  • High School Diploma or Equivalent.

  • Ten years Supporting Major Shipbuilding Acquisition Programs.

  • One year Demonstrated Experience with Shipbuilding Acquisitions.

  • One year Experience supporting a Major System Acquisition Program.

  • DHS/USCG Level 1, DoD ACAT I or equivalent

  • Proficiency in MS Office Suite.

  • DHS/DAWIA Project Management Level III or active PMP or PgMP certification.
