The Building People Senior Budget Analyst in Washington, District Of Columbia
The Building People has an opening for a Senior Budget Analyst to support with the Office of Energy Efficiency and Renewable Energy (EERE). The Senior Budget Analyst will support EERE federal leadership by providing budget analysis support to the Building Technologies Office, Emerging Technologies Program. The Senior Budget Analyst will have an extensive working knowledge of the concepts for evaluating, implementing, maintaining and enhancing programmatic support and control systems.
As part of this support, the Senior Budget Analyst will:
Provides financial analysis on BTO projects and BTO Program budget at large. Requires extensive data manipulation and presentation.
Analysis of technology specific projects to ensure alignment with administration priorities, program strategy, and performance measurement
Provide Financial Diagnostics needed to effectively manage BTO work scope
Provide assistance in preparing material for informational management (IM) requests (i.e., data calls from the front office of EERE) and as needed input to strategic planning, budget formulation, peer review and other EERE requirements.
Maintain and implement BTO program financial tracker (i.e., Excel file that tracks program planned execution versus actual execution) and ensure accuracy. Format, due date, and other details of exact deliverable to be mutually agreed to between contractor and government via face to face meeting with written email for record
Lead project data management for the formulation and maintenance of the annual operating plan (AOP). Efforts include:
-Maintaining data fields on SharePoint related to project scope and finances
-Managing change control requests and adhering to the change control process
Generate budget- and spend-related documents, presentations and reports to help program managers accurately and quickly respond to time-sensitive reporting requests from senior management. PowerPoints; Reports; Spreadsheets. Format, due date, and other details of exact deliverable to be mutually agreed to between contractor and government via face to face meeting with written email for record
Work with BTO operations (ops) team to ensure that funding is available for program projects in a timely fashion, as well as to support programs in budget exercises and maintain program specific budget and spend tracking systems
Required Experience & Skills
Eleven (11) years’ experience. Master’s Degree may be substituted for two (2) years of experience.
Microsoft Office Suite with a strong emphasis on Excel
Strong writing and editing skills
Preferred Experience & Skills
Preference for a knowledge of the Federal Budget Process, expert level skills in data analysis and excel software and extensive writing and editing skills.
Works independently and effectively under pressure and in the conduct of demanding assignments and expresses ideas will both orally and in writing.
Required Education
- Minimum Education: B.S. or B.A. in Business Management, finance, accounting, economics, or related degree
