QUALITY ENGINEERING MANAGER

Job Purpose

On behalf of VP of Quality, this position is directly responsible for documenting, managing, implementing, and institutionalizing the various Quality Control across the assigned program(s).

Key Job Responsibilities

Review contract documents to ensure all the requirements are clearly understood.

  • Document program level Quality Management Plan (QMP) incorporating both internal and external requirements.

  • Standardizing QC processes and controls across the program to drive consistency at the program level.

  • Develop program level stoplight chart to track the status of all controls and perform quality assurance of the various artifacts and CDRLs across the program.

  • Document, implement, and institutionalize the Quality Control Program at the TO level (as applicable) to ensure all work is performed as required by the project plans, specifications, and approved submittals through the use of the USACE/NAVFAC Three Phases of Control.

  • Ensure documentation of Preparatory Meeting for each definable feature of work to review pertinent sections of the plans and specs requirements with the foreman supervising the work. This will include a review of all submittals and materials on site, all control and test requirements quality, and the required activity start and finish dates

  • Ensure documentation of Initial Inspection to assure all required/approved materials, personnel and equipment are available, verify the site conditions, inspect the initial installation of the work and identify the required level of workmanship, quality, and safety measures

  • Ensure documentation Follow-up Inspections continuously to insure professional workmanship, quality and safety in accordance with contract documents.

  • Ensure design reviews are performed for constructability and contract compliance and ensure all valid comments are incorporated and back checked.

  • Ensure all receipt inspections are performed to ensure compliance with contractual requirements and provide oversight by spot checking adherence to the process.

  • Lead and/or facilitate all required project meetings to provide resolution to any Quality issues from Owner/QC and assist in the documentation of site meetings, including but not limited to owners, subcontractors, and quality control meetings, issuing meeting minutes timely.

  • Manage project close out information including receipt of required documentation from subcontractors, compiling close out documents, and transmission of all required information

  • Lead, coach, and mentor assigned quality representatives in the implementation of the Quality Control Plan.

  • Utilize both internal (InfraLink) as well as any externally mandated applications (Web RMS) to enable monitoring, measurement, and analysis of relevant data.

  • Perform root cause analysis utilizing various tools such as 5Why, Cause and Effect etc. to drive continuous improvement.

Education

  • Engineering Degree in Electrical, Systems or Computer Science with 10 - 12 years of experience

  • Masters of Science degree with 7 - 9 years of experience

Experience

  • The candidate must have a minimum of 7-10 years’ experience on construction projects specializing in at least one of the following disciplines: (electrical systems (including power (normal/emergency), distribution and lighting etc.), electronic security systems (including access control, CCTV perimeter security), information assurance, low voltage systems (including Telecom, A/V etc.), architectural, mechanical, and fire alarm systems, SCADA automation etc.)

  • A minimum of 5 years of experience managing and coordinating submittal/RFI processes and performing quality control inspections of the work with a minimum of 7 years of construction experience. (Titles could include Project Manager, Construction Manager, Construction Superintendent, Engineering Manager etc.)
