Department of State - Agency Wide PROGRAM ANALYST in Washington, District Of Columbia

Summary This position is located in the Office of the Executive Secretariat Staff (S/ES-S), Innovation Unit. You will serve as a Program Analyst responsible for planning, analyzing and/or evaluating the effectiveness of operating programs as well as developing, proposing, and sustaining innovative approaches to increase efficiency and support the work of the S/ES. Responsibilities Provides bureau leadership with advice and analysis on the effectiveness and efficiency of various functions regarding developing, proposing, and sustaining innovative approaches to increase efficiency and support the work of the S/ES-S. Provides a broad range of analytical and advisory functions relating to bridging existing gaps in data, technology, and operational spheres and supporting the ongoing development of Cascades and its ongoing expansion for enterprise-wide use. Evaluates and identifies the causes of problems and proposes solutions that balance strategic priorities with bureau needs. Supports technological development projects using the Agile methodology and other project management best practices. Provides analysis and advice to S/ES management on the Department’s records lifecycle management process, adoption of new technology, and efforts to streamline existing workflows. Develops background information, strategies, and approaches. Analyzes the impact of actual or potential problem areas, trends, deficiencies, developments, and issues related to leveraging new technologies, finding innovative methods to increase efficiency, and creating digital solutions for paper processes. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience conducting analytical studies and revising and improving administrative, management, and program policies and procedures. -Experience implementing technology, innovation programs and managing programs by tracking accomplishment of goals, objectives, and priorities. -Experience creating digital solutions for paper and records processes. There is no substitute of education for specialized experience for the GS-12 position. Education Education requirements do not apply to this vacancy announcement.
