VectorCSP Manager, Journeyman (NSC PMO) in Charleston, South Carolina

Job Summary:

T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .

Education and Experience:

  • Bachelor of Science

  • 5+ years of experience

    Essential Duties:

  • S upport the USCG NSC PMO on-site in Charleston, SC in planning, coordinating, and overseeing execution of the NSC post-delivery period comprised of a Post-Delivery Availability (PDA), Post Shakedown Availabilities (PSA), and additional acquisition work activities and certifications

  • U tilize Government-provided requirements, resources, and schedules to create and maintain a post-delivery Integrated Master Schedule (IMS) and POA&M reports for applicable assets .

  • M aintain the schedule and POA&M report for all post-delivery installations, equipment/software upgrades, grooms, certifications, assessments, testing and trials events, including Combat Systems Ship Qualification Trials (CSSQT).

  • L iaison with appropriate USCG personnel to ensure that post-delivery IMS and POA&M deliverables are integrated into the NSC IGS.

  • A ssist in the research, preparation, and drafting of routine support documentation for requirements packages for post-delivery support activities. Types of routine documentation for these packages include but are not limited to SOWs, cost estimates, determinations and other support documentation as required by financial package type.

  • M onitor execution of each availability, report on work specification package completion, and track availability percentage completion. I dentify work packages to be transitioned into the production and delivery contracts with the shipbuilder for execution prior to delivery to the USCG NSC PMO.

  • S upport post-delivery activities by ensuring that all Government approved work packages and/or Technical Data Packages (TDPs) are provided to all appropriate entities (internal or external to the USCG) within established deadlines and in time to meet availability planning milestones and schedules.

  • S upport NSC SCIF acquisition, installation, integration, and tasking efforts by visiting the cutter during periods of installation, revision, integration, and certification. M onitor the installation, troubleshoot issues, and provide recommendations for remediation to the USCG NSC PMO functional lead. M onitor and track configuration changes during SCIF installation and provide a revised set of Integrated Builder's Drawings (IBDs) upon completion.

  • P rovide support and expertise for white papers and analyses as required to advise USCG NSC PMO senior management of technical solutions. C ontribute to business cases, data, and metrics to support analysis, and provide program risk analysis and general acquisition expertise .

  • C ommunicate and participate in IPTs and/or TIMs with USN and other Government entities in support of the USCG NSC PMO.

  • Support the USCG NSC PMO in coordinating NSC PSAs and PDAs and providing any additional transition-to-sustainment information to the USCG NSC PMO Execution Manager. Coordinate other NSC post-delivery activities (i.e., warranty periods, de-perming treatments, Follow-On Test and Evaluation (FOT&E), and CSSQT operations events such as Command Assessment of Readiness and Training (CART)/Tailored Annual Cutter Training (TACT)) required for a newly delivered NSC to receive Ready For Operations (RFO) and Full Certification designations. Tasking includes coordinating and documenting availability schedules with all stakeholders, identifying work to be performed (both planned and as a result of trials and warranty), assisting with preparation of work packages requiring development and coordination with the assigned USCG oversight authority, and capturing lessons learned for future projects.

  • Maintain and track a work list capturing actionable tasks to be completed during post-delivery. The work list must contain at a minimum: a description of the work to be completed in a Work Breakdown Structure (WBS) arrangement; the approximate timeline to complete the work; NSC hull applicability; work specification package status; the responsible individual/office and point(s) of contact; and clearly delineated work dependencies.

  • Maintain and routinely update a post-delivery stakeholder register and document lessons learned. Archive all documentation in the USCG NSC PMO knowledge-based management system.

    Knowledge, Skill and Abilities:

  • Experience and knowledge with USCG MSAM and DHS Acquisition Directive 102-01-001 or DoD 5000 series as applicable

  • Experience with USCG surface vessel testing programs is desired
