Department of State - Agency Wide Lead Program Analyst in Washington, District Of Columbia

Summary This position is located in the Counterterrorism Division of the Office of Screening, Analysis and Coordination, Visa Services Directorate, Bureau of Consular Affairs, (CA/VO/SAC/CT), in the U.S. Department of State. Responsibilities Leads a team of analysts in a wide range of complex visa and immigration security policy and procedural matters. Performs in-depth reviews of cases to recommend whether a visa should be denied or revoked, based on careful review of case facts and the application of appropriate legal or policy restrictions. Serves as an expert advisor on a broad range of complex issues relating to specific visa screening procedures within the assigned portfolio. Conducts extensive ongoing liaison and coordination with other Department bureaus and offices to share information and to ensure an integrated response to highly complex national security issues. Develops and presents training and briefings to colleagues in the Visa Office on a wide range of topics related to the assigned portfolio. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing guidance and training and delegating work to other teammates. Experience communicating and providing analysis on issues related to visa program administration. Experience reviewing, deconflicting disparate opinions on, and providing cohesive recommendations on complex visa cases. Experience preparing case summaries on visa revocations and/or security-related visa ineligibilities. There is no substitute of education for specialized experience for the GS-14 position.
