For more information, click here: About this agency Responsibilities Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Infrastructure Engineering Unit of OCIO at the Export-Import Bank of the United States (EXIM) which handles all Infrastructure Operations including Systems/Network Engineering, Security Engineering, Helpdesk, SOC, and more. This position is a non-supervisory role. The Incumbent serves as IT Specialist INFOSEC (Functional Title: IT Operations Manager) and is responsible for analyzing customer requirements, managing day-to-day engineering and operational activities of customer systems, commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) applications, operation, optimization, and maintenance associated with the various LAN/WAN networks, cloud services, Microsoft 365, Middleware, AWS, wireless systems, and voice systems utilized by the bank. The incumbent, further, performs budget, acquisition, planning, testing, installing, configuring, troubleshooting, and maintaining Hardware and Software for desktops, servers, storage, network (LAN/WAN), Mobile Device, Cloud (IaaS, SaaS, PaaS) etc., by ensuring the availability and functionality of these systems in normal and in the continuity of operations situations. The incumbent also performs market/industry research to identify IT solutions for the agency and any other duties as assigned. At the full performance level, duties include, but are not limited to: Overseeing daily operational support and management activities for IT Infrastructure. This includes customer support, customer outreach (via user surveys, customer training, town hall meetings, users feedback, newsletters, etc.) commodity computing support, commercial off-the-shelf (COTS) & Government off-the-shelf (GOTS) applications support, helpdesk operations, and overseeing contractors who install, maintain, repair, and replace IT hardware, software, and office productivity applications. Managing desktops, laptops, mobile devices, servers, storage (SAN), operating systems, network devices, datacenter equipment, backup systems, Internet/Intranet, LAN/WAN, cloud services, network, systems, and security engineering work. Your role will be critical in ensuring the smooth functioning of IT infrastructure and maximizing the uptime of all systems. Implementing baseline configurations, patch management, security auditing, configuration management, backup and disaster recovery procedures, and asset management. Responsible for recommending, scheduling, testing, and validating the deployment of patches, security updates, and other upgrades to servers, workstations, and network components. Ensuring compliance with procurement terms, license agreements, warranties, security, and service level agreements, it is essential for this role to maintain an inventory of assets and software/hardware licenses. Planning for disaster recovery operations and testing, acquiring servers, producing system documentation, and monitoring backup infrastructure to ensure data is properly backed up and can be restored. It also includes performing system startup and shutdown procedures, and maintaining control records. Assisting the IT Director with budgeting, preparing IT asset refresh plans, preparing task orders, tracking invoices, authorizing payments in a timely manner, evaluating contractor performance, and tracking project budgets and schedules. You will also be responsible for ensuring the contractor's performance is exceptional and consistent with the terms of their contracts. Tracking costs, schedules, levels of effort, and deliverables to ensure they align with contract requirements. Monitoring and overseeing the security of the agency's IT infrastructure and components. This includes designing, modifying, enhancing, testing, and implementing standard baseline configurations for deployed workstations, servers, appliances, network components, and client software. To ensure compliance with applicable government regulations, policies, and standards for IT security and privacy, you will need to adhere to the agency's policies and procedures. Play a critical role in maintaining the confidentiality, integrity, and availability of the agency's IT systems and data. Performing email searches and discovery processing of data, including crafting search terms using Boolean logic. Provide support and collaborate with technical staff, EXIM attorneys, and case managers, senior leadership and other internal/external stakeholders. Requirements Conditions of Employment Qualifications Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience overseeing Information Technology (IT) projects supporting infrastructure engineering and operations in the areas of systems, network, security operations and in-depth experience overseeing helpdesk operations, customer outreach and training; Experience serving in the capacity of a Contracting Officer Representative (COR) for IT Help Desk, End-User Support, Network Operations and Engineering, and IT Operational Security Services projects especially experience in evaluating contract performance, budgeting, invoice tracking and timely authorization for payments; and Experience providing practical and technical leadership in the cybersecurity areas of continuous monitoring and diagnostics, situation awareness and threat assessment, vulnerability assessment and management, incident response operations and management.
