Summary This position is located in the Deputy to the Chairman & Chief Operating Office, Human Resources Branch of the Federal Deposit Insurance Corporation and provides support in the areas of maintaining a sound Corporate classification program. Responsibilities At the full performance level, major duties include: Works with Division/Office managers, administrative staff, subject matter experts and others to develop, classify and establish new and revised position descriptions, using appropriate Federal and Corporate position classification standards, practices and methodologies. Provides expert classification and position management advice, guidance and assistance to managers, administrative staff, employees and other HR staff. Performs classification desk audits in response to formal requests from management and/or employees. Participates in periodic position maintenance reviews and related efforts. Reviews position descriptions for accuracy and adequacy; ensures accuracy of various position classification data elements. Participates in efforts to develop new and/or improved position classification and position management processes, procedures, policies, and automated systems. Advises on Federal and Corporate regulations, policies, practices and procedures; reviews and analyzes questions, issues and problems from a position management and position classification perspective; and provides appropriate advice and recommendations, including alternatives. Reviews proposals for reorganizations or establishment of new organizations submitted through HRB for approval. Uses a variety of automated Corporate HR systems and standard automated software to input, update and maintain position classification and position management data, and to generate various reports. Establishes and maintains various position description, classification and position management files and records, in both electronic and manual (paper, as needed) formats. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-11 grade level, applicants must have completed at least one year of specialized experience equivalent to at least the 9 grade level or above in the Federal service. Specialized experience is experience updating and maintaining a position description library; utilizing Federal HR position classification standards; and assisting with classification position audits. OR EDUCATION: a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. OR COMBINATION of graduate level education as described above and the specialized experience as described above, that together meet the qualification requirements for this position. To qualify for the CG-12 grade level, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is experience applying Federal HR position classification standards; conducting position audits; and preparing classification appeal decisions. To qualify for the CG-13 grade level, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is experience interpreting and applying Federal HR position classification standards; conducting position audits; preparing classification appeal decisions; analyzing major reorganization proposals; and implementing new standards or job evaluation guidelines.
