Environmental Protection Agency Human Capital Analyst in Washington, District Of Columbia

Summary This position is in the Office of Mission Support (OMS), Office of Resources and Business Operations (ORBO), Human Capital and Administration Division (HCAD), Human Resources Operations Branch (HROB). About OMS: The Office of Mission Support This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *Work-from-home flexibilities may be authorized as described in the Benefits section. Responsibilities You will: Serve as technical expert for the HROB Human Resources Team, which provides customer support related to staffing, recruitment, internships, personnel security, payroll, labor and employee relations, diversity, and other human capital program areas for all internal OMS organizations. Act as consultant to OMS senior management regarding human capital strategy issues, strategic workforce planning, succession planning, and knowledge transfer. Gather, analyze, and interpret technical human resources management workforce data, and ensure that senior managers and OMS employees have access to information about the OMS workforce. Provide advice and assistance to the HROB Supervisor, HCAD Division Director, and to the OMS Assistant Administrator and Deputy Assistant Administrator, on the administration of personnel procedures and human capital program operations. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. #LI-DNI Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-13 level defined as implementing human capital programs; analyzing and/or advising on workforce data; and interpreting and providing guidance on HR regulations and policies. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of human capital management principles, practices and methods Skill in decision making Ability to guide management in human capital planning and development Ability to communicate orally Skill to coordinate, plan and schedule with other organization managers and customers as appropriate Ability to collect and analyze data Skill in written communication sufficient for briefings, written procedures and guidance Ability to provide advice concerning an organization’s human resources programs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
