Job Summary:

T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .

  • BS in applicable field

  • Desired 1 year of applicable experience

    Essential Duties:

    • Configuration Management (CM) Support
    • Provide USCG NSC PMO CM support. The USCG NSC PMO evaluates an average of fifty (50) proposed ECs per year. The proposed changes vary significantly in complexity with some being relatively simple analysis to some requiring extremely complex integration analysis.
  • Support all phases of the USCG CM process, which predominately includes engineering review, research, system integration analysis, and formulation of technical solutions to all shipboard systems. Additional duties include review and update of technical drawings and development of presentation material and cost estimations.

  • Support the development of metrics, participate in working group meetings to develop and update documents, support CM audits and data calls, and support the planning and execution of all Configuration Management Boards (CMBs) for the USCG NSC PMO.

  • Support all Technical Advisory Groups (TAGs), CMBs, and Configuration Control Boards (CCBs) by drafting agendas and compiling meeting minutes, verifying that the ECPs or TCTOs to be presented are complete and ready for USCG approval (checklist for validation criteria will be provided by the USCG), verifying that all logistics elements have been taken into account, and ensuring that appropriate USCG stakeholders have been notified of what elements need revision or development.

  • Revise drawings/contract documents as per the EC, and update and finalize a final set of ship's drawings after all PSAs, as directed by the USCG. For those ECs originating outside of the USCG NSC PMO, ensure that the EC sponsor provides the revised and final drawings as required. Update and revise all logistical products per EC, as directed by the USCG.

  • Engineering Management Support

    • Coordinate with and assist the USCG NSC PMO with all technical and engineering efforts required for the successful day-to-day activities of the program. Day-to-day program management effort is dynamic based upon current technical and engineering challenges that arise from the operational cutter fleet, post-production activities, and ship construction activities. The overall level of effort includes technical support for reviewing and analyzing class-wide technical and engineering issues for a nine (9) NSC operational fleet; support of design, outfitting, testing, and troubleshooting of one (1) NSC undergoing USCG NSC PMO led post-production activities; and review of technical submittals and issues for one (1) NSC in production. Provide technical support for the ongoing configuration management efforts
  • Provide technical support for NSC class-wide issues in the operational fleet. Conduct engineering and root cause analysis for fleet-wide issues and make recommendations for remediation and technical solutions to address the issue, including all supporting documentation, engineering, calculations, and support to implement the solution. Maintain a current and complete log of all intended design modifications, listing the primary system, affected systems, potential or named engineering Contractors, Contractors' points of contact, Program Acquisition Resource Manager (PARM) and/or Servicing Agencies' information, intended installation windows, hull applicability, and maximum equipment lead times.

  • Provide technical support for NSCs in post-production. Support the design, layout, installation, testing, and troubleshooting of all post-production system installations. Post-production work is completed by a third party and includes the outfitting of various Exterior Communications (EXCOMMS) gear, the Sensitive Compartmented Information Facility (SCIF), machinery control systems, operational equipment, weapons and tactical equipment, and the implementation of a variety of HM&E changes to the cutter. Review of all technical deliverables from NSC production and post-production activities including technical drawings, technical reports, maintenance and support documents, and vendor technical publications. Review, and revise drawings submitted by the third party to reflect all changes.

  • Provide technical support for NSCs in production. Review of all GFI provided by the Government to the shipbuilder for NSC production activities including technical drawings, technical reports, maintenance and support documents, and vendor technical publications. Additionally, conduct a technical review of changes made during production and provide feedback to the USCG NSC PMO Technical Director regarding the integration and sustainment implications of the proposed changes.

  • Develop engineering specifications, drawings, and estimates to procure, integrate, and install various NSC shipboard systems covering electrical engineering discipline.

  • Provide independent analyses of issues as directed by the USCG NSC PMO Technical Director and/or USCG NSC PMO COR. Such analyses must assess the root cause, propose solutions or corrective actions, and identify any associated risks. If a solution has not been previously identified, propose solutions based on the Contractor's assessment.

  • Provide support and expertise for the development of white papers and analyses within the following areas: naval engineering, naval architecture, and program management as required by the USCG. Support analysis to advise USCG NSC PMO senior management of technical solutions. Develop

  • business cases, data, and metrics to support analysis, and provide program risk analysis and general acquisition expertise.

  • Communicate and participate in IPTs and working groups with USN entities, other Government agencies, and their Contractors in support of the USCG NSC PMO. Support TIMs as required by the USCG NSC PMO, to ensure integration between the engineering support Contractors.

    Knowledge, Skill and Abilities:

  • Ability to effectively work independently with various management and technical stakeholders throughout the USCG.
