VectorCSP Engineer, Journeyman (NSC PMO) - Information Assurance Analyst in Washington, District Of Columbia

Job Summary:

T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .

Requirement: Active Secret Clearance

Education and Experience:

  • Shall have a Bachelor of Science (BS) Degree from an accredited college or university in Computer Science, Cybersecurity, Information Systems Technologies, or related technology-focused discipline; or PE License plus five (5) years of relevant experience; or High School Diploma plus ten (10) years of relevant experience.

  • At least three (3) years of progressive experience in shipboard electrical systems, including shipboard control systems, is desired.

  • Documented experience as an Information System Security Officer (ISSO) is desired.

    Essential Duties:

  • Provide design, software, and systems integration support for all NSC shipboard C5ISR and weapons systems. Provide support to evaluate the integration of these systems into the NSC baseline to achieve operational objectives. Provide evaluation and recommendations for various replacements of these systems with alternate or next generation systems that provide the best value to the Government.

  • Provide support to troubleshoot system failures or integration issues and planning/management of certifications and provide resolutions to rectify related troubles/failures/issues.

  • Support compilation of documentation and efforts required to achieve certification for numerous open and closed systems. Maintain a POA&M to document efforts and steps planned and completed for each system. Work closely with the USCG NSC PMO staff and various Government stakeholders to achieve certifications in a timely manner. Coordinate and monitor the ATO effort and advise the various engineering support stakeholders participating in system development (e.g., Naval Information Warfare Systems Command (NAVWAR) and system support centers) and the USCG C5ISR Acquisition Domain, COMDT (CG-933), COMDT (CG-6) and COMDT (CG-2), with regard to assessment/certification/accreditation.

    Knowledge, Skill and Abilities:

  • Experienced in and able to provide technical review and support for Department of Defense (DoD) communications, weapons, tactical network, electronic warfare, and intelligence collection systems.

  • Strong working knowledge of the Enterprise Mission Assurance Support Service (eMASS) system and use it to track Risk Management Framework (RMF) steps for Authority to Operate (ATO) and/or Platform Information Technology (PIT) certification.

  • Must have a working knowledge of DoD/DoN/DHS/NIST information assurance and cybersecurity instructions and directives.

  • Familiarity with USCG combat, weapons and other C5I systems, architectures and security requirements is desired
