Position: Deputy PAPM – Manpower, Personnel, Training (MPT)

Time Type: Full time

Minimum Clearance Required to Start: Must be capable of obtaining a Secret Clearance

Position Description

  • Provide strategic and operational level planning and management to support the PMS 525 MPT requirements for foreign military sales programs. 

  • Lead the PMS 525 MPT Integrated Product Team for Strategic & Operational Planning for the Royal Saudi Naval Force Multi Mission Surface Combatant FMS Case."

  • Job Functions:

  • Manage the planning and execution of all MMSC and Shore Support Team manpower requirements, personnel, and training for a planned total of 762 RSNF military and MoD civilian personnel

  • Provide leadership and management to the MPT organization

  • Coordinate with other PAPMs regarding production and ship delivery schedules, system/equipment configuration to inform instructional development, budget management,

  • RSNF messaging and coordination, conference planning, and other cross-departmental functions

  • Work with the Post-Delivery PAPM and support staff to execute crew integration, shore support training, shipboard training and other cross-MPT/post-delivery functions that require close collaboration and teamwork

  • Coordinate and staff the accomplishment of MPT administrative requirements, including presentations, letters/documents, deliverables to RSNF, and various monthly reports

  • Coordinate and liaise with Royal Saudi Naval Force Naval Supervisory Group Commander, Training Officer, Operations Officer, and other RSNF officers in the U.S. and in Saudi Arabia

  • Coordinate and manage messaging and agreements between PMS 525 and all external Government and industry stakeholders

  • Develop and report on organizational and performance metrics (Training Planned/Scheduled/Completed)

  • Provide guidance for training curriculum and oversee Instructional Systems Design requirements and development

  • Coordinate and manage messaging and agreements with PMS 525 and external stakeholders

  • Develop and manage the MPT budget

  • Develop and transmit Training Supply Demand Letter and other required correspondence and reports to NETSAFA and Schoolhouses

  • Create and maintain MPT plans and guidance documents including FEA/JDTA/TMP/TMP Supporting Plans/TRMs

  • Determine and communicate MPT staff requirements and develop accurate and detailed position descriptions for all support positions

    Basic Qualifications:

  • B.S. or B.A. in engineering or other relevant technical or training field

  • Experience as US Navy Surface Warfare Officer or USCG Cutterman

  • Prior USN or USCG Training Program Management or Branch Chief Headquarters Staff Officer experience

  • 3 years’ experience working with foreign military training

  • Ability to obtain passport/visa and travel internationally

  • Demonstrated interpersonal skills and the ability to function as a team leader in a demanding environment

  • Ability to work both independently and with a team to resolve problems

  • Proven leadership ability

  • Proficiency with the Microsoft Office suite

    Preferred Qualifications:

  • Master’s Degree in one of the following areas of study:  Human Capital Development, Organizational Leadership, International Studies, Operations Research, or Education

  • Agile Scrum Master Certification

  • PMP Certification

  • Experience developing training curriculum and/or instructing in a military or college environment

  • Experience with LCS Freedom class ships
