POSITION OVERVIEW

DEFTEC Corporation is seeking a Career and Field Specialist to provide support services and program management enabling the Secretary of the Air Force, International Affairs Programming and Resources Division (SAF/IAPR), Human Capital Development Branch mission. The SAF/IAPR Human Capital Development Branch provides human resource policy, workforce analysis and planning, orientation/onboarding, training, career field development, and performance management services to support SAF/IA's mission. These human capital management activities ensure that the Air Force Security Cooperation (AFSC) community is supported by a cadre of knowledgeable, skilled, and capable Airmen (civilian and military) to execute current and future AFSC mission requirements.

JOB RESPONSIBILITIES:

  • Support all IACF initiatives and development programs that support over 300 personnel.

  • Assist with biannual and/or quarterly Civilian Developmental Education call and Development Team (DT) meetings. The DT meetings include Civilian Developmental Education, GMAP Selection, Individual Vectoring, and assessing the career field.

  • Continuously track and assess the impact of new AF institutional development requirements, civilian force development initiatives, and IA functional training guidance.

  • Develop and disseminate the annual USAF IA Excellence Award call-for-nomination.

  • Screen and prepare application packages; assemble and facilitate selection board.

  • Coordinate announcement and ceremony activities and prepare Senior Leaders and associated organizations for SECAF and AFA award presentation.

  • Review and process Air Force evaluations, awards, and decorations in accordance with AFI 36-2406 and AFMAN 36-2806

  • Coordinate with Directors, Division Chiefs, and Force Support Squadron Military Personnel Flight (MPF) to ensure accurate and timely processing of all evaluations, awards, and decorations

  • Work lockstep with MPF and Branch Chief to reconcile all personnel change actions, updates, deletions, and changes

  • Assist the Branch Chief with the promotion management of all Air Force officers and enlisted members for Active Duty, Reserve, and Guard Personnel in SAF/IA. The Contractor shall establish and provide oversight of a comprehensive assessment and evaluation system of Air Force personnel promotion programs, and execute SAF/IA Management Level Reviews for all central selection boards

  • Review, build, and process Promotion Recommendation Forms in accordance with AFI 36-2406

  • The Contractor shall provide day-to-day personnel management support for officer assignment cycles for Colonel (O-6) and below to ensure precise development and career growth for all inbound and outbound SAF/IA Air Force personnel. The Contractor shall provide support for all assignment cycle initiatives on behalf of the Air Force Colonels Group and Air Force Personnel Center

  • Work with SAF/IA leadership, including each Director and Division Chief, to ensure positions are requisitioned and Air Force personnel are hired with the required skills, knowledge, and experience to execute IA programs

  • Oversee management of over 1,700 Air Force Foreign Area Officers and Political-Military Affairs Strategists to ensure succession planning and forecasting vacancies

QUALIFICATIONS:

Required Qualifications:

  • Bachelor's degree in Human Resources, or similar field of study

  • 12+ years' experience in USAF personnel program management

  • Knowledge and understanding of USAF roles and missions.

  • Knowledge and understanding of USAF human capital development and workforce initiatives.

  • Excellent written and verbal communication skills.

  • Expertise with Microsoft Office Suite

  • Active Secret Clearance

Preferred Qualifications:

  • Master's degree in Human Resources, or similar field of study

  • 10+ years' experience in USAF personnel program management
