Job Summary:

T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .

Education and Experience:

  • Bachelor of Science or equivalent experience

  • 3-10 years of experience

    Essential Duties:

  • Provide program and financial management support

  • Assist with preparing briefs, PowerPoint presentations, white papers, analyses, spreadsheets, graphs, and overall USCG NSC PMO documentation for internal USCG directorates and commands as well as external Government entities.

  • Support update of existing and drafting of new policy, procedures, or program strategy

  • Provide data, inputs, and edits for USCG Program Executive Office (PEO) Weekly Reports, Selected Acquisition Reports (SARs), and Capital Asset Plan and Business Case Summaries (Exhibit 300).

  • Organize, track, maintain, and validate the spreadsheet that captures historical responses provided to USCG COMDT (CG-8), DHS, Office of Management and Budget (OMB), Congress, and the Government Accountability Office (GAO) regarding the USCG NSC PMO.

  • Provide relevant data to assist in preparing lessons learned reports and briefs, including capturing lessons learned for NSC Post Shakedown Availabilities (PSAs), and providing recommendations to decrease cost maintain or shorten the PSA schedule, and/or improve performance during PSA.

  • Support the coordination of special programs and media events.

  • Coordinate with the USCG Resource Management Office (CG-928) to research and draft responses for Government approval regarding open obligation validations, DHS Investment Evaluation, Submission, and Tracking (INVEST) updates, out-year budget population and refinement, and Corrective Action Summary Reports (CASRs) updates as needed.

  • Provide USCG NSC PMO budget development support for Government approval and implementation to include the following: drafting Capital Improvement Plan (CIP) updates, creating, and updating draft spend plans, reconciling spend plans with USCG Financial Management Procurement Data Repository (FMPDR) reports, and researching, drafting, and updating travel budget/travel ceilings.

  • Provide Earned Value Management (EVM) support in accordance with the Federal Acquisition Regulation (FAR); OMB Circular A-11 Part 7, Capital Programming Guide; and the DHS Homeland Security Acquisition Manual (HSAM).

  • Must review, edit, analyze, provide cost analysis, and develop metrics for various USCG MSAM (SOW Section 1.6 (a)) and DHS Acquisition Directive 102-01-001 (SOW Section 1.6 (c)) acquisition program documentation.

  • Generate financial reports, presentations, and position and issue briefs based on specific USCG NSC PMO fiscal guidelines

  • Conduct statistical analyses and provide technical reporting of all incoming financial related data

  • Communicate and participate in IPTs and working groups with United States Navy (USN) entities, other Government agencies, and their Contractors, and support Technical Interchange Meetings (TIMs).

  • Support USCG NSC PMO risk management efforts by monitoring, tracking, and reporting monthly on identified program risks. Conduct research and provide findings to inform Government decisions concerning risk management activities in accordance with the USCG COMDT (CG-9) Risk Management Standard Operating Procedures (SOP) and USCG NSC PMO Program Management Plan (PMP). Tailor all documentation in alignment with the USCG Correspondence Manual.

  • Identify, research, analyze and make recommendations regarding program risks. After Government decisions regarding the identified risks, the Contractor must conduct follow-on analysis on a continual basis to proactively identify and recommend new potential risk areas within the USCG NSC PMO and recommend updated status of previously documented risks.

  • Participate in USCG NSC PMO Risk IPT Meetings, which are separate from the periodic reviews conducted prior to events required by the USCG MSAM. Schedule and provide readahead materials in support of all risk assessment events including Risk Management Boards (RMBs).

  • Coordinate with stakeholders to ensure that any tasks/mitigation updates, and Government decisions associated with risk mitigation planning, are incorporated into the risk watch list and NSC Integrated Government Schedule (IGS) within five (5) business days of the final response from stakeholders.

    Knowledge, Skill and Abilities:

  • Experience and knowledge with USCG MSAM and DHS Acquisition Directive 102-01-001 or DoD 5000 series as applicable

  • Experience supporting USCG PMO operations is desired
