Noblis ARPA-H Technical Writer in Washington, District Of Columbia

Responsibilities

As an ARPA-H (Advanced Research Projects Agency for Health) Technical Writer the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions team, where you will support the Project and Program Manager and will provide technical writing and documentation support on all programmatic matters of the IDIQ assigned order(s). Working in concert with the PM and the ARPA-H leaders, you will provide technical writing expertise to support managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.

This is an opportunity for someone with extensive ARPA experience to lead and work with an exceptionally talented and high-performing team on challenging and cutting-edge projects. This position requires the ability to effectively juggle multiple priorities, proven writing technical writing skills, strong organizational skills, and the ability to coordinate among senior managers and technical professionals.

ARPA-H advances high-potential, high-impact biomedical and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

Responsibilities include:

  • The Technical Writer will serve as a point of contact for technical writing and document organization matters of the IDIQ assigned order(s) and is responsible delivering thorough writing deliverables.

  • Developing and executing technical documentation / deliverables.

  • Assisting with tracking, monitoring, and providing status reports on ARPA-H assigned orders as appropriate.

  • Provide technical writing support, including gathering, analyzing, and composing complex technical information. Conducts research and ensures the use of proper technical terminology.

  • Translating technical information into clear, readable documents to be used by technical and non-technical personnel.

  • Organizing material and writing descriptive copy according to establish standards regarding order, clarity, conciseness, style, and terminology. Selecting the appropriate visual photographs, drawings, sketches, diagrams, and charts to illustrate material.

  • Sending and tracking correspondence with clients, speakers, participants, stakeholders.

  • Developing and collating contributions for program and project-level briefings.

  • Facilitating review and public release of program documentation.

  • Conducting outreach and providing responses that promote continued communications with internal and external stakeholders.

Required Qualifications

Qualifications:

Required minimum skills and knowledge:

  • Bachelor’s Degree with a minimum of 3+ years of experience

  • Ability to obtain a Public Trust clearance

  • Prior experience in technical writing of various scope and responsibility

  • Experience in a supervisory capacity in planning, developing, and executing significant research and development efforts.

  • Experience in establishing strong working relationships with R&D program managers as well as organization leadership;

  • Thorough knowledge of grammar, punctuation, and the ability to write clearly and succinctly is necessary.

  • Experience in analyzing and preparing documentation, writing, editing, and interpreting technical documentation standards and preparing documentation accordingly.

Desired skills and knowledge:

  • At least three (3) years of experience, background and knowledge of one or more ARPA Programs is highly desirable. At least two (2) years of experience working with ARPA Program Managers is highly desirable.

  • Technical writing experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E)

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
