Overview

The Administration for Strategic Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All-Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.

Skills and Responsibilities:

Provide project management and acquisition support to H-CORE staff.

Assist with project oversight from inception through transition with attention on

programmatic metrics and milestones (e.g., cost, schedule, and adherence to contractual requirements).

Support the development and management of project plans, strategies, and budgets.

Use financial tools to provide appropriate oversight across multiple projects and budgets in a portfolio (e.g., cost estimates, invoices, etc.).

Draft and/or review acquisition documentation and presentations in support of major

milestones, project reviews, or other project presentations.

Analyze and evaluate project plans and metrics to align with H-CORE mission and

programmatic goals. Identify project risks and problems and assist with mitigation

strategies.

Evaluate raw data generated from projects and provide recommendations to USG.

Advise and support project decision making.

Assist with the design, procurement, and execution of H-CORE projects.

Coordinate across agency and, as appropriate, other public health response leadership,

stakeholders, interagency partners, and potential user communities.

Development and edit of documents, including meeting summaries, and briefing

Materials for senior level review.

Support internal and external teams, responsible for organizing meetings, preparing

agendas, documenting meeting minutes and action items, and maintaining the document archive system.

Collaborate with project teams and participate in the evaluation of programmatic results in multiple developmental areas, developing strategies to move the project forward.

Provide reports about projects to H-CORE and/or ASPR leadership as required.

Qualifications/Experience:

Masters degree in Business Administration, Public Administration, or related field

5 years of relevant project and/or program management experience in cost, schedule, performance, risk analysis, and advice

Ability to obtain a Public Trust Clearance.

Experience in managing project schedules, budgets, and contractual requirements.

Experience guiding and tracking the execution of multiple planning lines of effort.

Experience in assisting with coordinating collaborations with other federal government

agencies, industry, and international organizations.

Knowledge of federal acquisition processes and formulation of business requirements for contracting purposes.

Strong Word, Excel, Teams, Outlook, and Zoom proficiency.

Demonstrated Advanced Excel and PowerPoint Skills.

Strong organizational and communication skills (e.g., time management, communication,

setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).

Ability to convey complex information to senior leaders in both virtual and in-person

meetings/environments.

Previous experience working with government institutions in support of logistics efforts.

Project Management Professional (PMP) or equivalent certification.

Advanced coursework related to project and program management.

Experience drafting statements of work and/or statements of objectives.
