Architect of the Capitol Control Room Operator Leader in Washington DC, District Of Columbia

Summary This position is located in the Architect of the Capitol (AOC); Director, Utilities and Power Plant Operations; Rotating Operations Branch A, B, C or D. The selectee is a Control Room Operator Leader assigned to an operations shift. The workforce includes three Power Plant Operators/Operator Helpers and a High Voltage Electrician. The work directed involves the safe, efficient and effective operation and maintenance of boilers, chillers, cogeneration system and associated auxiliary equipment. Responsibilities The selectee of this position is considered “Emergency Essential Employees” and will be required to work in emergency situations and in inclement weather conditions. Tour of duty may include holidays, weekends and rotating shifts on a regular and recurring basis. The Capitol Power Plant (CPP) operates around the clock to provide steam for heating and chilled water for air conditioning to the buildings of the U.S. Capitol, U.S. House of Representatives and U.S. Senate. The incumbent is required to report to work during emergencies, failure of plant machinery and equipment and inclement weather situations to support the critical mission of the CPP. MAJOR DUTIES: LEADER FUNCTIONS As a working leader, is responsible for passing on to other workers the instructions received from supervisors and getting work started, by assigning the immediate tasks to be performed by individual members of the group led. Works alongside other workers and sets the pace, demonstrating proper work methods; ensures that needed plans, blueprints, materials and tools are available. Obtains needed information or decisions from supervisors on problems that come up during the work. Ensures lower skilled workers are provided an opportunity to learn required skills. Leads the work of three Power Plant Operators and AMP Power Plant Operator trainees as well as a High Voltage Electrician. This includes administrative oversight of work assigned to and performed by the High Voltage Electrician and technical training for the AMP positions. Completes timekeeping and administrative functions correctly and in a timely manner. Provides feedback to Power Plant Shift Supervisors on employee performance to assist with completing semi-annual performance reviews. Ensures that all shift members become proficient in the operation of all cogeneration, boiler and refrigeration plant equipment. UTILITY SYSTEMS REPAIR AND OPERATIONS Operates the electric generation, steam, and chilled water utility systems on a continuing basis. Utilizes the plant Distributed Control System (DCS), environmental Data Acquisition and Handling System (DAHS), electric system Supervisory Control and Data Acquisition (SCADA), and other control systems to insure operation of all plant systems within desired parameters and at the highest possible efficiency. Instructs and trains Power Plant Operators/Operator Workers in the safe, efficient and effective operation of all plant machinery and equipment. Coordinates the proper start-up and shutdown of plant machinery and equipment. Troubleshoots to determine the causes of unusual or improper operating conditions; evaluates the situation and initiates corrective actions to prevent recurrence of improper operation or equipment failure. PROJECT/PROGRAM PLANNING AND MANAGEMENT Conducts troubleshooting and assists the Power Plant Supervisor and Assistant in writing incident reports in a timely manner. Ensures that customer service disruption notifications are timely, professional and complete. Coordinates plant operation to maintain operational, environmental and energy efficiency goals in a manner that ensures plant reliability. Leads and directs lower grade operators and shift High Voltage Electrician to execute planned activities. Monitors the Distributed Computer System (DCS) and coordinates operations through the controls. Thoroughly familiar with the use of the plant TMA system and ensures that all lower grade WG employees are capable of utilizing TMA to initiate plant work orders, insuring proper documentation and maintenance requests to correct plant deficiencies. Reviews operations assigned work orders and preventive maintenance (PMs) on a daily basis, schedules and distributes work orders and P.M. tasks to individual employees. LIFE SAFETY LEADERSHIP Provides a workplace free of recognized hazards and provides employees an avenue to report unsafe working conditions and/or hazards. Ensures safety training and direction are provided to all watch team members. Adheres to the CPP Lock Out/Tag Out program. Maintain proficiency in LOTO procedures and provide feedback on how the system can be improved. Participates in EARP Drills. Enforces the Capitol Power Plant safety policies and procedures. Is responsible for utilizing a thorough knowledge of and compliance with all OSHA and Office of Compliance and OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. ENVIRONMENTAL COMPLIANCE, AND PLANT CHEMISTRY Ensures that environmental compliance and plant water chemistry are maintained within required limits at all times as in accordance with CPP operating permits. Ensures plant chemical treatment parameters are understood and maintained at all times. Ensures employees are knowledgeable of the CPP Environmental Management System (EMS). Requirements Conditions of Employment You must be a U.S. Citizen. Your resume and question responses must demonstrate job-related elements. Submission of your stationary engineering license is required with the application. The work requires the incumbents to obtain an EPA Universal Certification for refrigeration systems within the first year of employment. Ability to work rotating shifts scheduled in 12 hour shifts (which includes night, weekend and holiday work) is a requirement. Required to pass a plant qualifications program within 12 months of employment and to complete scheduled requalification on these procedures as specified in the CPP Standard Operations Procedures guidelines; complete all required CPP Safety and Environmental Training.
