State of Massachusetts IT Chief Strategy & Operations Officer in Wakefield, Massachusetts

The Executive Office of Health and Human Services (EOHHS) is the state’s largest secretariat and services over 2 million people through its 22,000 employees and oversees expenditures of $22 billion annually. The mission of EOHHS is to promote the health, resilience, and independence of nearly one in every three residents of the Commonwealth we serve. Our public health programs touch every community in the Commonwealth. EOHHS is seeking a highly motivated and forward-thinkingChief Strategy & Operations Officerto spearhead our IT strategy and operational excellence across the organization. This senior leadership position is aimed at an individual with a visionary outlook, capable of navigating the complexities of a fast-paced environment, with a keen focus on aligning IT initiatives with the broader EOHHS objectives. The ideal candidate is a strategic thinker with a strong background in strategy and operations, excellent financial acumen, and strong leadership and communication skills. Key responsibilities include assisting in developing and implementing the IT strategy, managing the IT portfolio, overseeing the budget and capital management process, leading the IT Project Management Office (PMO) Center of Excellence. They will be collaborating with stakeholders to ensure seamless integration and execution of these processes across the organization.The Chief Strategy & Operations Officer will play a pivotal role in centralizing and providing oversight over key areas vital to achieving the strategic objectives of the organization. Reporting directly to the Secretariat Chief Information Officer (SCIO), this role is a unique opportunity to shape the future of IT within EOHHS, ensuring its alignment with our mission and strategic goals. The primary work location for this role will be 178 Albion Street, Wakefield, Massachusetts 01880. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional local travel may be required. * * _Duties and Responsibilities (these duties are a general summary and not all-inclusive):_ IT Strategy Management: · Assist in developing and implementing the overall EOHHS IT strategy in alignment with the organization’s mission and goals. · Assist the SCIO in setting strategic goals, objectives, and key performance indicators (KPIs). · Collaborate with other EOHHS executives to integrate IT strategy with broader business strategy. · Develop technology roadmaps to define a path to modernization legacy application stack. IT Portfolio Management: · Oversee the IT portfolio to ensure projects align with the business strategy. · Develop and define an in-take process that looks ahead in IT planning and processes that assess the performance and health of the IT portfolio. · Oversee the development and creation of a tool and dashboards that support the transparency of the IT portfolio to IT and business. · Contract procurement management (tracking the life cycle and renewals of contracts). Budget and Capital Management: · Collaborate with the SCIO and other senior managers to develop and manage the IT spending plans, ensuring alignment with organizational goals and objectives. · Oversee the monitoring of expenditures, analyze variances, and identify opportunities for cost optimization and efficiency improvements. · Lead the IT capital bond submission process and develop a thorough process that funds projects specific to the EOHHS strategic goals. Project Management Office (PMO): · Develop a Center of Excellence for project management. · Oversee the PMO, ensuring consistent project management methodologies and standards are applied across the organization. · Guide project governance, quality assurance, and risk management. · Provide high-level program management oversight over high-dollar and high-visibility projects. · Ensure that projects are delivered on time, within scope, and within budget. Stakeholder Engagement: · Liaise between the SCIO and other executives, ensuring clear communication and understanding of IT initiatives and their impact on the business. · Cultivate relationships with internal and external stakeholders to foster collaboration and support for IT initiatives. · Provide analytical support to the SCIO for decision-making, leveraging data and insights to inform strategic choices. _Preferred Qualifications:_ · Minimum of ten (10) years in IT Strategy, Operations, Financial Management or a related field, with a proven track record of leading IT initiatives and teams. · Leadership and Team Management: Exceptional leadership abilities to motivate and guide teams in a large and complex matrix organization. Prioritizes consensus-building, cultivating cohesion amongst diverse teams, and advancing the development of high-performing teams. · Interpersonal Skills: Exceptional interpersonal and negotiation skills, including empathy, active listening, and the ability to mediate and resolve conflicts effectively. · Cross-Functional Collaboration: Ability to develop and maintain effective working relationships across different parts of the organization, breaking down silos and fostering a collaborative environment. · Stakeholder Engagement and Communication: Excellent communication skills, with the ability to convey complex concepts and engage and influence stakeholders across all levels of the organization and externally. · Analytical and Problem-Solving Skills: Ability to analyze information, identify trends, and solve complex problems to drive decision-making and strategic planning. · Strategic Planning and Execution: Strongunderstanding of IT strategy development, portfolio management, project management methodologies, and budget management. · Operational Excellence: Expertise in streamlining operations, improving processes, and ensuring the efficient delivery of services. · Financial Acumen: Deep understanding of budgeting, financial analysis, and resource allocation critical to maintaining and enhancing fiscal stability. · Technology Savvy: Understanding current and emerging technologies and how they can be applied to drive strategy and operations. · Change Management: Experience in leading change initiatives, managing organizational transitions, and cultivating a culture open to change. __ __ __ __ __ _Pre-Offer Process:_ A criminal and tax history background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.
