Veterans Employment and Training Services Veterans' Training and Education Program Specialist in United States

Summary This announcement is to fill 4 vacancies with the Department of Labor’s (DOL) Veterans’ Employment and Training Service (VETS), Office of Field Operations (OFO) Atlanta Region at the following locations: Fort Walton Beach, FL; Cocoa Beach, FL; Atlanta, GA; and Nashville, TN.Salary will be adjusted to meet the locality pay of the duty location upon selection. These positions are not 100% telework. Responsibilities These positions are inside the Bargaining Unit. This is a career ladder position. The incumbent may be hired at the GS-09, GS-11 or GS-12 grade level and will receive in-depth training and will perform work assignments that are developmental in nature and with closer supervisory oversight until the incumbent obtains the necessary competencies to perform at the full performance level, GS-12. Some duties at the GS-12 grade level are: Monitors, evaluates, and provides a wide range of guidance, and reviews and carries out administrative requirements for VETS' formula grants and competitive grants. Analyzes and evaluates whether veteran program grantees are operating effectively, complying with statutory requirements, agency policy and approved grants documentation. Provides technical guidance and works closely with grantees to review and bring programs into compliance. Shares best practices as appropriate to improve grant programs. Maintains liaison and promotes cooperative relationships with officials of Federal, State and local agencies to promote veterans' programs. Maintains close relationships with veterans' organizations, local businesses, and civic groups to promote training and job placement opportunities, explain programs and elicit support for the programs. Provides a variety of technically sound information for most telephonic and walk-in inquiries. Contact constituents who have requested assistance through Congressional or Executive channels to provide technical guidance and assistance and prepare summary reports. Provides assistance to management and senior staff who are responsible for working with the Solicitor of Labor (SOL) and other Federal agencies responsible for the litigation of USERRA and VP claims. Conducts, analyzes and prepares reports of findings related to complaint investigation and resolution related to the enforcement of the Uniformed Services Employment and Reemployment Rights Act (USERRA) and Veterans’ Preference (VP). Requirements Conditions of Employment Must be at least 16 years old and a U.S. Citizen. Appointment to this position may require a background investigation. Requires a probationary period if the requirement has not been met. Applicants must meet all legal and regulatory requirements. Reference the "Required Documents" section for additional requirements. Qualifications Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.Specialized Experience is defined asexperience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. For GS-09: One (1) year of specialized experience equivalent to at least the GS-7 level in the Federal Service is required. Examples of creditable experience for the GS-09 grade level are: Knowledge of contract or grant management administration; or Knowledge of administrative practices and procedures to conduct and document findings and skill in fact-finding and investigative techniques to gather clear cut factual evidence of compliance with regulations. OR, possess a master's or equivalent graduate degree; OR, possess 2 full years of progressively higher level graduate education leading to such a degree; OR, possess an LL.B. or JD., if related; OR, possess equivalent combinations of education and experience. For GS-11: One (1) year of specialized experience equivalent to at least the GS-9 level in the Federal Service is required. Examples of creditable experience for the GS-11 grade level are: Providing technical guidance and assistance with employment, reemployment and training programs and services to veterans; and Experience working with grants or contracts; conducting investigations or fact finding interviews; conducting data analysis and preparing detailed reports of findings. OR, possess a Ph.D. or equivalent doctoral degree; OR, possess 3 full years of progressively higher level graduate education leading to such a degree; OR, possess an LL.M., if related; OR, possess equivalent combinations of education and experience. For GS-12: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal Service is required. Examples of creditable experience for the GS-12 grade level are: Experience providing technical guidance on adapting programs to affect the outcomes of grants or contracts, including conducting compliance reviews of grants or contracts; Experience conducting investigations or fact finding interviews; conducting data analysis and preparing detailed reports of findings; and Comprehensive knowledge of the USERRA, VEOA, or other employment discrimination protection laws and their applications There is no educational substitution at GS-12 grade level.
