The Site Leader is responsible for the supervision of employees performing shipper packer functions in support of the 1st Special Operations Squadron at Hurlburt Field Air Force Base, Florida. Supervised functions include support of Outbound Cargo Packing Shipper Services under the guidance of the Air Force Transportation Officer. Customers deliver the items to the Packing Shipping Department, and packers shippers build the pallets, boxes or containers in addition to preparing the shipping documentation to be included and attached to each shipment. The Site Leader shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract and will ensure that all packing shipping functions are performed timely and correctly IAW contract, Air Force, DoD, and Federal Regulations.
Duties and Responsibilities:
The Site Leader manages and directs daily packing shipping operations in support of the 1st Special Operations Squadron at Hurlburt Field Air Force Base, Florida. He/she will coordinate cargo movement for general, special and high priority cargo to include medical shipments. Transportation modes include commercial and military, surface, and air. Services include segregating cargo, developing or checking documentation for accuracy, determining transportation mode, pallet (skid) build-up, packaging, marking and labeling cargo for shipment IAW Military Standards, Military Marking for Shipment and Storage, and Technical Order references. The Site Leader ensures personnel maximize cargo loads on pallets, skids, boxes and containers, and the re-utilization of containers recovered from incoming shipments. The supervisor ensures shipments have a Transportation Control Number and appropriate and complete documentation relative to description of load; he/she verifies that number of pieces, boxes, containers and pallets match shipping documents and/or shipping manifests. The Site Leader performs thorough inspection to identify, report, and resolve discrepancies prior to packing to the maximum extent possible; unresolved MILSTRIP discrepancy items will be placed in frustrated cargo holding area for resolution prior to proceeding with any shipping action. Performs random inspections and verifies that protective/cushioning techniques have been applied for custom packing of a variety of sensitive items to ensure safe and damage free movement. The Site Leader is responsible for the following:
Replacing personnel vacancies with fully qualified and cleared candidates
Performing safety, quality control and environmental inspections to ensure compliance with DoD, Air Force, and Federal policies and regulations.
Coordinating training of all assigned personnel to recognize fire and safety hazards and encourage personnel in the performance of their duties to report fire and safety hazards and unsafe conditions
Coordinating workload requirements to include manpower, equipment, and packing materials to perform assigned tasks on a daily basis
Updating and implementing standard operating procedures (SOPs)
Receiving and executing daily requirements and providing required documentation and reports to the COR
Analyzing, monitoring, and improving shipping packer operations to meet productivity and quality goals
Meeting with the COR on a monthly basis to review contract performance to include review and analyses of key process indicators, analyses of process deficiencies, and problem resolution
The Site Leader shall comply with contract requirements and take appropriate action to resolve outstanding issues and problems identified during the period of performance of the contract.
Additionally the Site Leader will:
Seek constant improvement, more efficient and less expensive ways and means in work processes
Maintain high ethical standards in the workplace
Reports all irregular issues and problems to the COR
Comply with all company policies and procedure
Be responsible for maintaining a clean and safe working area and organizing data and documents.
Knowledge, Skills and Abilities Required:
Candidate must demonstrate capability to manage and supervise Shipping Packer operations in addition to the following:
Ability to work with computer systems, i.e., Cargo Movement Operation system (CMOS) or similar military or commercial transportation support systems
Working knowledge of Special Packaging Instructions Retrieval & Exchange System (SPIRES) for determination of packaging requirements
Knowledge and demonstrated application of Uniform Material Movement and Issue Priority System (UMMIPS)/Military Standard Requisitioning and Issue Procedure (MILSTRIP) movement requirements for shipment of military cargo
Licensed for and ability to drive and operate Material Handling and Warehouse Equipment
Knowledge of DoD Instructions and Air Force Technical Orders relative to the packing, preservation, shipment, documentation and transportation of cargo.
Knowledge of and experience performing shipping/receiving, storage, and delivery functions to include packaging and shipping
Ability to walk, stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions.
Ability to fill out forms and address labels to include accountability reports of transactions
Ability to communicate effectively verbally and in writing in English.
Minimum Job Requirements:
Must be able to obtain a SECRET CLEARANCE. Candidates with an active clearance preferred.
Must have as a minimum a high school diploma
Must be proficient in the use of computers and computer applications.
Must have a minimum of two (2) years of military shipping, packing and transportation experience.
Must be knowledgeable of Shipping & Packing operations to include shipping and receiving functions.
Licensed to drive/operate Forklifts; must have a valid drivers license to drive POV in the Installation.
