Description

VISTA Technology Services, Inc. (VISTA) is currently seeking a Senior Submarine Combat System Program Analyst to support our NAVSEA customer located in Washington, DC. This position is hybrid reporting onsite 2-3 days/wk. As a Lead Program Analyst, this position will support the Submarine Combat Systems and Weapons Control Program Chief Engineer responsible for the development production, integration and testing of combat and weapons open-source control system and subsystems. Responsibilities

  • Provide supervision and technical management suppo rt to the Submarine Combat and Weapon Control System Program Office to navigate re quirements, budget constraints and staffing challenges needed to plan, develop, evaluate, and execute short- and long-range technical programs

  • Provide direct support to PMS Chief Engineer

  • Support key decision-making and policy-developing responsibilities in support of program leadership

  • Coordinate with all PARMs in the SWFTS program to ensure all software deliveries and testing are synchronized to ensure all required capabilities are functional at delivery and meet requirements

  • Serve as Risk Manager. Review software and hardware requirements, weapon systems procurement, strategy, and project scheduling and risk

  • Serve as Control System Integrated Master Plan (IMP) Manager

  • Manage multiple technical projects using agile methodology and work and collaborate with cross functional multidisciplinary teams and stakeholders in fast paced Navy work environment

  • Communicate effectively orally and in writing, prepare and deliver presentations and briefings to senior military and civilians (Flag and SES)

Qualifications

  • Bachelor’s Degree in technical, engineering, or cybersecurity field

  • 10 years of experience in engineering/science management, operations research analysis, financial/cost analysis

  • 8 years of experience supporting Navy acquisition and/or Navy In-Service Programs

  • 5 years of experience leading technical engineering projects and interfacing with end item customer

  • 5 years of experience supporting the planning, development, testing and integration of submarine/combat open source software systems and/or subsystems

  • Proficient with MS Office suite including MS Project and MS SharePoint

  • Advanced engineering knowledge and expertise managing technical open-source software program risk and IMP and providing key decision-making necessary to mitigate risks

  • Experience planning, developing, evaluating and successfully executing short and long range programs

  • Expertise and skill in communicating effectively orally and in writing, including the preparation and proficient presentation of briefings and information to senior military and civilians (Flag and SES)

  • Knowledge of the application of AGILE development methodology in a Development Security Operations environment to support the development and production of Combat Systems Software

  • Active DoD Secret Clearance

    Preferred Qualifications

  • Master’s Degree in technical, engineering, or cybersecurity field

  • 15 or more years of experience in engineering/science management, operations research analysis, financial/cost analysis, or a relevant field

  • 10 or more years of experience with Navy acquisition and/or Navy In-Service Programs

  • 5 or more years of experience working with Navy Finance and Contracting and the Navy Programming, Planning, Budgeting and Execution (PPBE) Process

  • TS/SCI clearance
