Description

VISTA Technology Services, Inc. (VISTA) is seeking an experienced Senior Acquisition Logistics Analyst to support NAVSEA IWS Cooperative Engagement Capability (CEC) system Acquisition team and provide senior-level updates to senior leadership. This is a hybrid position reporting to program office in Washington, DC 2-3 days/wk.

Responsibilities:

  • Support IWS CEC PAPM and work with multidisciplinary acquisition functional and technical teams to research, analyze, assess and coordinate acquisition logistics program documentation including capabilities documents, acquisition strategy, acquisition decision memorandums, affordability estimates, requirements, Integrated Logistic Sustainment Plans (ILSP), and ship readiness analysis

  • Assist with development and tracking of acquisition logistics documents, action items, risks, and provide status updates and briefs

  • Review and analyze casualty reports (CASREPs), identify deficiencies and malfunction risks, provide risk mitigation recommendations and track to corrective actions to improve ship readiness capabilities

  • Provide related acquisition logistics and management activities to ensure supportability implications are considered early and throughout the acquisition process to minimize support costs and provide the user with the resources to maintain the system in the field

  • Work with Program Executive Office (PEO) in modernization and maintenance of CEC systems

  • Ensure Integrated Logistic Support (ILS) programs and processes reflect appropriate acquisition guidelines and requirements are met and proper support data elements are factored into the Life Cycle Cost (LCC) estimates.

  • Provide inputs to acquisition products including Statement of Work (SOW)s, Contract Data Requirement List (CDRLS), Life Cycle Sustainment Plan (LCSP), and Engineering Change Proposals (ECP)s

  • Develop and update Provisioning Technical Documentation (PTD)

  • Develop and present executive level acquisition logistics status reports and briefs to program leadership

Basic Qualifications:

  • Master's degree and 10 years of relevant DoD acquisition and ILS (Integrated Logistics Support) program experience or Bachelor's degree and 15 years of experience or Associate's degree and 20 years relevant experience

  • 5+ years of DoD relevant technical / engineering shipboard system experience. CEC system experience desired

  • Experience updating and monitoring acquisition plans including Integrated Logistic Sustainment Plan (ILSP), Sustainment Plan (SP)

  • Experience reviewing, analyzing and tracking CASREPs to determine risks and corrective actions to improve ship readiness

  • Experience using CASREP system

  • Experience with DoD program executive office support providing acquisition logistics support

  • Knowledge of the DoD ACAT acquisition process, including regulations, directives, and statutes

  • Experience developing and presenting reports and briefs to executive level leadership

  • Active DoD secret clearance required

Additional (Highly Desired) Qualifications:

  • Acquisition Certifications

  • NAVSEA experience supporting program offices with lifecycle acquisition and logistics support

  • Knowledge of the Navy’s application of the DoD acquisition process, such as contracting and sea trials, and key naval acquisition roles and organizations

  • Experience in logistics acquisition for fleet modernization programs to include design changes, alterations and identification of how these alterations affect logistics acquisition support

Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. U.S. Citizenship is required. For this position, VISTA will consider only applicants with an active DoD security clearance.
