Western Area Power Administration Public Utilities Specialist in United States

Summary This position is part of the WAPA-RMR-Rocky Mountain Region, and serves as a public utility specialist responsible for design, development, and implementation of all aspects of settling transmission, ancillary services, loss accounting, and other energy accounting activities in the Rocky Mountain Customer Service Region (RMR), Power Marketing Office, and Settlements Division. Responsibilities As a Public Utilities Specialist, you will collect, compile, and process energy accounting data for confirming, reconciling, and settling all aspects of energy imbalance, transmission, ancillary services, loss accounting, and other power settlement activities for the Rocky Mountain Customer Service Region. Utilizes a variety of software to collect, analyze, and evaluate meter data, energy supply and demand conditions, generation and load profiles, and transmission arrangements. Maintain a knowledge of power contracts and other agreements and participates in the review processes. Responsible for compiling energy and transmission data for billing in accordance with contractual provisions, reconciling energy accounting data with other utilities, and preparing periodic power accounting reports. Requirements Conditions of Employment Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. May be required to successfully complete a probationary period. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: GS-09: Experience working in computer applications and experience navigating systems to view, research, and answer questions. Experience or coursework collecting and processing large amounts of numerical data and applying evaluative techniques to prepare data for billing, analysis, or reporting. Experience using Microsoft Excel functionality and capabilities to build, maintain, and manipulate spreadsheets and manage data. Experience using pivot tables, graphs, vlookups, or visual basic macros. Experience collaborating across a wide variety of professional contacts and customers to provide information and resolve problems and disputes. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level6. graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: Experience performing billing, settlements, or accounting related duties. Experience problem solving to resolve issues that arise from billing or accounting mistakes. Experience conducting comparison of data; analyzing, reconciling, researching variances, and reporting and explaining discrepancies. Experience resolving customer questions, disputes, and data errors. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-12: Experience performing remote meter interrogation of power system metering. Experience developing, interpreting, or implementing power and transmission contracts and tariff provisions. Experience performing analysis and assessment of electrical metering data. Experience performing transmission and ancillary service settlements, and working with customers to resolve customer questions, disputes, or billing errors. Education GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related GS-12: Education cannot be substituted for experience.
