Summary Public Notice for 1102 Contract Specialist. Responsibilities Involves duties/responsibilities that manage, perform, or develop policies and procedures for professional work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factor, and requirements characteristics. Qualification Requirements for Contracting Professionals in the 1102 Series FV-G. Basic Requirements. 1) A four-year course of study leading to a bachelor’s degree with a major in any field; or (2) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or Three full academic years of progressively higher level graduate education*, Ph.D., or equivalent doctoral degree and Specialized Experience; At least one year (52 weeks) equivalent to at least FV-F pay band or FG/GS-5/7/9 grade level (or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. This may include but not limited to: evaluating requisitions for requirements involving standardized specifications and established markets; typical examples include services for s repair, rental, educational, and maintenance of machines and equipment; reviews requisitions and determines appropriate methods for procurement. FV-H. Basic Requirements. (1) A four-year course of study leading to a bachelor’s degree with a major in any field; or (2) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management and Specialized Experience: At least one year (52 weeks) of specialized equivalent to, at least FV-G pay band or FG/GS-11 grade level (or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. This may include but not limited to: experience in performing contract administration functions for technical services, studies, machinery, maintenance services, facilities support services, and specialized equipment; responsibilities for pre-award and/or post-award functions for a variety of supply, service, and/or construction contracts. Basic Requirements FV-I and above. (1) 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and (2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position; and (3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification. FV-I: At least 1 year (52 weeks) of specialized experience equivalent to FV-H, FG/GS 12 grade level (or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. This may include but not limited to: Experience as a contract official awarding, analyzing cost/price proposals; administering varied contracts; reviewing technical and audit reports related to proposed costs/prices; applying innovative and advanced contracting skills to major system and support service acquisitions, which have characteristics such as technically complex, mission essential, high visibility, and high dollar value. FV-J. At least 1-year (52 weeks) of specialized experience equivalent to the FV-I/FG-13 grade level (or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. This may include but not limited to - Experience as a senior contract official awarding, analyzing and administering complex contracts; analyzing cost/price proposals; applying innovative and advanced contracting skills to major system and support service acquisitions, which have characteristics such as technically complex, mission essential, high visibility, and high dollar value. FV-K. At least 1-year (52 weeks) of specialized experience equivalent to the FV-J/FG-14 grade level (or equivalent in other pay systems) that provided the knowledge, skills, and abilities to successfully the work of the position being filled. This may include but not limited to - leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies and services (professional and non-professional); contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies or services. Supervisory positions at this level will be evaluated on the following Managerial Selection Factors: Ability to Achieve Results, Ability to Lead People, Skill in Building Relationships and Ability to Lead Change. NOTE. Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met. This applies to other positions at the same pay band/grade in the FAA or other Federal agencies.
