GENERAL DESCRIPTION:

Join the dynamic Business Training and Support Unit as the Program Support Specialist! The Wyoming Department of Workforce Services is seeking a Program Support Specialist to assist in overseeing the Workforce Development Training Fund (WDTF). The Workforce Development Training Fund Program (WDTF) is a unique program that helps Wyoming businesses with funding for training and upskilling of employees. The goal is to grow workers' skills, strengthen business operations in the state, and create a more economically viable Wyoming. The fund is an important tool for economic development entities to entice new businesses to relocate, build, and grow in Wyoming. The Program Support Specialist is responsible for assisting in diversifying training funds to new industries across the state to meet shifting employer demands and workforce needs. The WDTF program includes Business Training Grants, Pre-Hire Economic Development Grants, Pre-Obligation Grants, Apprenticeship Grants, and Internship Grants with the potential to continue to grow.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Assist with standing up and managing new grant opportunities within the WDTF program, as well as having primary oversight of these new opportunities as well as ARPA/WIP projects.

  • Assist with communications between the WDTF grant specialists.

  • Review, verify, and process applications for all grants.

  • Prepare applications for review by Wyoming Workforce Development Council.

  • Develop presentations to businesses and workforce partners statewide for all grants and programs as a whole. Assist with program outreach efforts.

  • Collaborate with DWS internal staff to provide training and information on the program and build referral networks.

  • Participate in travel as needed to promote the program and the grant opportunities

  • Oversee budget expenditures and pull data reports for the WDTF budget.

  • Prepare reports for DWS leadership for the purpose of legislative committees

Qualifications

KNOWLEDGE:

  • Strong computer skills including typing, excel, word, and google programs

  • Strong communication skills, both oral and written

  • Ability to use critical thinking and problem-solving skills

  • Attention to detail and ability to shift priorities based on program work needs

  • Ability to work independently and with a team

  • Knowledge of effective communication and customer service skills

  • Knowledge of agency policies, procedures, and philosophy

  • Knowledge of Wyoming labor and industry trends

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

Experience:

0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

PHYSICAL WORKING CONDITIONS:

  • This position is located in the Cheyenne DWS office.

  • This position will require some travel, as determined by the needs of the programs being served.
