Description: Duties: Client is planning to transition their enterprise ArcGIS (geographic information system) platform to the latest ESRI Utility Network platform with deployment to the Azure could environment. This will be a three plus year complex program on behalf of the Gas and Electric business operation organizations. The senior level program / project manager will be the acting “owners” representative responsible for leading and delivering this complex, multi-vendor, integrated Geographic Information System Solution. This resource will be responsible for managing the overall delivery, managing multiple vendor deliveries, managing risks, issues and mitigation plans along with budget reporting and management. Successful experience working with various IT and business teams to ensure successful implementation (scope, schedule, costs, and business benefits realized). This resource should have successful experience delivering multiple (USD)15 to (USD)30M programs. Responsibilities: Project Delivery and Operations Implementation: Manage all aspects of the program, including scope, schedule, cost, resources, quality, and inter-dependencies throughout the project lifecycle. Accountable for successful project delivery, where success is defined in partnership between Business Partners and IT, with a focus on cost efficiency and Business Partner satisfaction. Vendor management oversight of multiple System Integrators. Operates with significant autonomy and latitude in meeting business objectives and enabling efficient project delivery. Oversee the creation of project artifacts, such as project plans, metrics, team and stakeholder communications, resource requirements and schedules. Ensure requirements are developed, understood, and prioritized. Ensure that deliverables meet the agreed upon requirements and are completed on schedule, within budget, and with the defined level of quality. Collaborate as needed with internal support teams to ensure the program follows all company and departmental policies, procedures, and standards. Development creative contingency plans and mitigation strategies as needed to overcome schedule and budget constraints. Critical Thinking: decision-making, strategic thinking, trade-off analysis, engineering/technical acumen, business acumen. Ability to recognize, analyze, and solve a variety of tactical and strategic problems. Oversight of the weekly stand-ups and status report outs. Metrics are measuring progress correctly; data is meaningful to business partners. Monitor and report project performance against the project plan and take corrective action when required. Lead regular project reviews with project sponsors and executive stakeholders. Bi-weekly, monthly, quarterly. Content support provided by solution system integrators and organizational change management teams. Communicate with executive management and their expanded staffs related to IT projects, operations, performance, and value delivery. Capability for leadership engagement and escalation when required. Oversight of OCM communications. Budget Management: Develop and maintain project cost estimates, budgets, and financial forecasts. Accountable for performance against financial parameters while monitoring and reporting on budgetary aspects of project. Cost mitigation strategies to work through constraints as they arise. Regulatory Rate Case Support, as needed. Risk and Issues Management: Manage program risks, issues and change control process. Escalation as required. Ensure risks and issues documented and tracked within the project. Devise effective mitigation and escalation strategies with the project teams to address risks. Skills / Demonstrated Experience: 10+ years of experience working in an enterprise-size IT environment and delivering complex, integrated business / IT solution. Successful delivery of multiple diverse and complex enterprise size projects (USD)10M - (USD)30M. Including scope, schedule, budgets, quality, inter-dependencies, and business value throughout project lifecycle. Energy, Utility Experience, preferred. Execution Management – planning and delivery of multi-phased complex programs (GIS, Spatial Solutions and Smart Grid experience preferred - design, development, and testing). SAP Project experience required. Demonstrated ability to successfully influence and negotiate to ensure positive outcomes in the delivery of services, including the ability to communicate effectively to both internally and externally facing organizations. Experience of leading cross-functional teams and managing cross-business units and cross-functional programs’ interdependencies and deliverables. Experience leading multi-vendor programs with vendor management responsibilities. Experience with RFP processes and negotiating contracts. Project management experience with emphasis on critical paths and dependencies within the workstreams. Strong ability to produce results by motivating team members, overcoming obstacles, and executing sound judgment to meet deadlines. Proven experience developing baseline and maintain project plans, including and financial forecasts and performing against financial targets. Ability to drive detailed operational issues, collaborator with excellent interpersonal and communication skills. Experienced in working effectively in a diverse business environment. Excellent analytical and organizational skills. Strong problem-solving ability and elevated level of dedication. Project Management Professional (PMP) certification required. Ability to see big picture and provide succinct status updates and overall program summary at regular intervals. Adaptability to changing work environments with tight deadlines. Ability to work and communicate effectively both verbally and in writing with employees at all levels of the organization and from other organizations. Excellent written, verbal and presentation skills. Demonstrated leadership ability as evidence by prior success in leading teams or projects. Requires basic skill and knowledge of general accounting principles and demonstrated ability to successfully manage budgets. The following skills and experience will set you apart from others: Experience implementing GIS Solutions, familiarity with process integration of GIS (ArcFM, ESRI Utility Network, ESRI Applications/Schneider) with other Industry enterprise. Solid experience with operational systems: including EMS, DMS, OMS, ADMS, or Gas SCADA. Experience working on Spatial data governance & GIS data synchronization. Master’s or other advanced degree, ideally in an IT or Business area Experience presenting in front of executive leadership. Sales, marketing experience. Proven experience running high profile projects under a tight deadline and budget. Energy industry background that includes a working knowledge of effectively mapping technology to business challenges. Agile methodology experience. Knowledge of lean concepts and the quality system framework. Education: Bachelor’s degree in business, Technology, Engineering or Science or an equivalent combination of education and gas utility operations experience. Understanding of gas, electric utility industry and regulatory environments. PMP Certification Agile methodology awareness.
