Summary About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)), in San Antonio, Texas. Responsibilities Advise or proposes solutions to management to improve processes and structures to maximize mission accomplishment and manpower resource utilization. Collect and analyzes pertinent organizational workload data and information to quantify and justify resource requirements. Ensure validity and consistency of the conclusions or recommendations and the estimates, projections, or forecasts developed from these systems. Design/program unique computer applications to support medical functional manpower modeling using standard and nonstandard programming languages. Act as staff action officer and plans, organizes, and directs the conduct of manpower assessments pertaining to various functional areas throughout the command. Specialized Experience: One year of specialized experience which includes assisting in conducting management engineering studies, utilizing statistical analysis software (such as Statistical Analysis System (SAS)) to mine, alter, manage or retrieve manpower data for statistical analysis, and conducting a variety of manpower assessments and recommending changes to organizational structure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Data Management Organizational Awareness Technology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
