Job Title: Lead, Procurement
BROAD FUNCTION:
Maintain strategic alliances and partnerships that have already have been established by the Purchasing organization. Will be responsible to manage small to medium subcontracts. Perform negotiations, price analysis and order justifications. Conduct conference calls and develop good lines of communications to make sure all purchase orders are acknowledged. Understand the Company “Terms and Conditions” especially the “Specification and Requirements” portion and flow down to the supply base. Streamline the order fulfillment process to ensure suppliers quality and delivery meet performance metrics. Immediately escalate any issues to a senior buyer or management so a proper course of action can be implemented. Make sure all procurements meet and are in compliance with corporate and L3Harris policies and procedures including signature authority. Ensure that the supplier is competent to perform service or manufacture product by assisting in performing a capabilities and risk assessment.
Job Duties:
Coordination of proposal activity.
Assisting less experienced buyers with resolving problems.
Executing and supporting, where required, negotiations of purchase orders.
Identifying and implementing cost reduction strategies.
Actively supporting development of Lean & Low Cost Suppliers.
Ensure our supplier base meets our program needs with capabilities and depth.
Develop and maintain effective processes for sales forecasting (subcontract and material portion).
Engagement with procurement leadership and cross-functional teams such as Engineering, Business Development, and Finance to understand timelines, technical requirements, and challenges
Ensure appropriate purchasing tools are compliant and properly utilized to meet all established work objectives. Interface with other departments as required to control and coordinate workflow.
Ensure appropriate compliance for maintaining ISO certification.
Ensure compliance to all FAR & DFARS regulations and the maintaining of an approved Purchasing System in support of CPSR (Contractor Procurement System Review).
Train and develop personnel to maintain a high level of quality and competence. Give prompt attention and handle complaints and grievances within the limits of established policy. Develop recommendations for promotions and wage adjustments. Coordinate performance appraisals and participate in interviewing job applicants when appropriate.
Perform other related duties as assigned.
Essential Functions:
Support Procurement team with various supply chain related tasks.
Ability to plan schedule and arrange activities to accomplish objectives
Person should possess outstanding written and verbal communication skills and be extremely organized.
Experience in purchasing, inventory, planning and MRP systems
Experience working with lean manufacturing processes and principles
Experience supervising, coaching and developing staff
Microsoft Word, Excel and PowerPoint, Outlook E-mail, Costpoint, & SAP
Qualifications: (refer to Career Framework)
Requires comprehensive level knowledge of job area typically obtained through advanced education combined with experience. May have in-depth knowledge of project management. Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
Successful candidates must meet eligibility requirements to access US classified information
Preferred Additional Skills:
10+ years experience in procurement and/or materials management
May have broad knowledge of project management
In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role in Colorado is $82,500 - $153,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
