Responsibilities As a GS-5/7 HR Specialist (Classification), you will: Receive both formal and informal training to start classifying position descriptions. Provide classification services for positions characterized as hard to fill or one of kind, that consist of medical, professional, administrative, managerial, technical and wage grade fields of work. Provide technical assistance with the development and preparation of job descriptions. Exercise delegated classification authority to develop and evaluate position descriptions. Advise management on operating classification matters pertaining to new or revised organizational structures (reorganization, functional changes), classification change, position/employee impact and related actions to assure regulatory compliance prior to implementation. Serve as a consultant to management on all wage and classification matters. Conduct desk audits, write reports of findings, and prepare evaluations as required for internal activity use and processes individual actions. Explain classification criteria and interpret advisory opinions on the classification of positions. Requirements Conditions of Employment Selectee may be subject to a probationary/trial period. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-5: Your resume must demonstrate at least three (3) years of progressively responsible general experience, one (1) year of which was equivalent to at least GS-4 grade level, that demonstrated my ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work. Research regulatory websites for information. Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Or, successfully completed a 4-year course of study in any field leading to a bachelor's degree. GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Prepare position descriptions, evaluation statements and other supporting documentation. Provide advisory services to managers on classification, position management, pay setting. Or, successfully completed one (1) year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Or, meet the superior academic achievement provision by having successfully completed a Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) graduated with at least an overall GPA of 2.95, (2) graduated with at least a 3.45 GPA in the major or during the last two years of college; (3) graduated in the top third of the class; or (4) have been a member of a national scholastic honor society recognized by the Association of College Honor Societies. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. At least a 6 month service agreement will be required. This position has promotion potential to the GS-12 grade level.
