Summary About the Position: As a senior HR Specialist working in a Service Center utilizes an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Responsibilities Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to: provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Uses detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions. Provides services to a complex organization. Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills. Analyzes and classifies individual positions descriptions. Specialized Experience: One year of specialized experience which includes analyzing and classifying position descriptions, using appropriate classification standards; developing and providing complex classification advisory services to management; and providing advice and guidance on complex classification issues and position management concerns, using a full range of Human Resources methods, principles, and practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
