Summary About the Position: As the principle advocate and single point of contact for all Chemical Biological Defense acquisition efforts, the JPEO-CBRND provides intensive centralized management of medical and non-medical programs to expedite solutions for validated Chemical/Biological Defense (CBD) deficiencies. The JPEO-CBRND monitors CBRND technology-based activities to promote and facilitate the accelerated delivery of emerging technologies to user applications across the military services. Responsibilities Provides staff level consultation services to all levels within the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) on specific and command wide employee relations functions and programs. Advise management on performance plans and performance management systems. Interprets command policies and provides advice on other personnel issues such as reduction in force, substance abuse, sexual harassment, hours of work, changes in working conditions, leave requests, etc. Plans, organizes, and directs People Operations efforts to persuade management officials to accept and implement recommendations involving substantial resources or extensive changes to existing procedures. Serves as a Senior Staff Action Officer on special projects and complex studies to develop and evaluate proposals and initiatives to improve the effectiveness and efficiency of Command HRM performance. Provides support to and liaison with EEO officials on civilian personnel aspects of EEO program planning, execution, and evaluation. Requirements Conditions of Employment Qualifications The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces. For example, we provide protective masks to the soldiers walking the streets of a battle torn country and also our Airmen flying in our skies. Current Department of Army Civilian Employees In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: one year of specialized experience which includes 1) applying a wide range of Human Resource laws, regulations, and guidance specializing in employee relations; 2) responding to a variety of requests for information from internal and external customers; 3) collaborating with managers to discuss employee conduct and performance in order to formulate a path forward to include preparing formal actions; and 4) providing guidance to managers on employee relations (e.g. Unfair Labor Practices and grievances, performance plans, reorganizations, reduction in force). This definition of specialized experience is typical of the work performed at the next lower grade or band (GS-11/NH-02). You will be evaluated on the basis of your level of competency in the following areas: Employee Relations Labor Relations Oral Communication Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/NH-02). Applicant is responsible for providing all applicable SF 50s for verification of time in grade/career status, the resume is NOT an official document and therefore will not be used when determining time in grade or career/tenure status. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, no substitution of experience is allowed. This position is headquartered at APG, Maryland and the salary listed above is for APG, MD. Salary will be adjusted in accordance with geographical location of incumbent. This position is being filled as a temporary promotion/detail not to exceed 1 year, may be extended up to five years, and may be converted to permanent without further competition. This temporary promotion/detail may be terminated earlier than the NTE date at management's discretion. If a current, permanent JPEO employee: Upon termination or expiration of the temporary position the employee, the employee will be returned to previously held permanent position or one comparable to one vacated (i.e. same series, grade, pay and duty location). If not a current, permanent JPEO employee: Upon termination or expiration of the temporary position the employee may be responsible for securing permanent employment - placement rights back to former permanent position will be negotiated but are NOT GUARANTEED and at the losing and gaining organization's discretion. Incumbent will be required to sign a Statement of Understanding regarding temporary employment. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
