THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY

 

Position Summary :  Tidal Basin is expanding our Federal Disaster Recovery Cadre. This Cadre is composed of dedicated individuals who wish to help communities in their time of need.  We are part of a larger team of Technical Assistance Contractors (TAC) who deploy alongside the Federal Emergency Management Agency (FEMA) to provide technical assistance for the delivery of the FEMA Public Assistance (PA) Program, which assists State, Local, Tribal, and some Private Non-Profits recover and rebuild following a natural or man-made disasters.     

This position is expected to be forward deployed to the site of federally declared disasters but may also require work from your Residence of Record (RoR), hotel room, FEMA’s Regional Offices, FEMA Headquarters, or other facilities.

Candidate must be willing and able to deploy up to 100% to sites of the disasters.  Travel expenses are paid.  Deployments may last up to a year. 

If deployed as a Site Inspector or other position that visits damaged facilities, you will need to provide your own personal safety gear (reflective construction vest, Hard Hat, Steel Toed work boots) and measuring equipment (tape measure, measuring wheel, and laser measure).

This position is contingent upon your ability to obtain/maintain/transfer a DHS/FEMA Clearance and badge.

Job Duties and Responsibilities include:

Engineers may be called upon to deploy as any of the following positions:

  • Site Inspector:   Inspects permanent facilities damaged by disasters to determine and document the extent of damage. Site inspectors must be able to measure facilities, fill out a Site Inspection Report (SIR), and capture Essential Elements of Information (EEI).  Site Inspectors must understand the concepts of volume. They must be able to use standard measuring tools such as a tape measure, measuring wheel, and a laser level.  They must provide their own Personal Protective Gear and Measuring equipment.

  • PDMG: also known as the Program Delivery Manager, which delivers the Public Assistance Program and assists eligible applicants and sub-applicants. The PDMG must be capable of managing a diverse set of stakeholders, facilitate in-person and remote meetings, review documents for program compliance, be able to describe the PA Program and Process to stakeholders, be able to translate complicated policies into layman’s terms.

  • Technical Specialists: to provide technical expertise to FEMA for a variety of tasks or efforts.

  • Cost Estimator:   Estimates cost to rebuild or replace facilities damaged during a disaster.

  • 406 Mitigation Specialist: Advises stakeholders on mitigation strategies for impacted facilities, creates cost estimates, creates Benefit Cost Analysis (BCA), and writes 406 Mitigation proposals.

    Skills and Competencies:

  • Skilled in Civil or Structural Engineering

  • Proficient in Microsoft Office

  • Proficient in the use of TEAMS

  • Use of measuring tools such as measuring tape, measuring wheel, laser measure, etc.

  • Laptop and cell phone

  • Must know or be able to learn Grants Manager, GoogleEarth Pro and other FEMA Systems

  • Must know or be able to learn how to create a Firmette or Flood Map

  • Must be able to learn how to use time and expense systems. 

  • Expert in oral and written communication

  • Ability to follow directions.

  • Ability to work in challenging conditions.

    Required Education and Experience:

  • All candidates are required to pass a FEMA security training, Grants Manager training, and either a PDMG or Site Inspector training class in order to qualify for deployment. These classes are delivered on-demand and on-line at this time but may be delivered in-person in the future.

  • Mid-Level:

  • 5+ years’ experience as a Civil or Structural Engineer

  • Undergraduate degree in Civil or Structural Engineering

  • Current Professional Engineer (P.E.) license in any state is a plus (but not required)

  • Prior experience working FEMA Public Assistance (preferred but not required)

  • Senior: 

  • 10+ years’ experience as a Civil Engineer

  • Undergraduate (or higher) degree in Civil engineering

  • Current Professional Engineer (P.E.) license from any state (required for Senior)

  • 2 to 3 deployments on FEMA PA Projects (State and Local included) or 2 years’ experience on 1 FEMA PA deployment is a plus.

  • Working knowledge of Grants Manager or Grants Portal (or ability to learn Grants Manager)
