Description and Functions

GENERAL DESCRIPTION:

The Department of Workforce Services is seeking a Deputy Director located in Cheyenne, Wyoming. The main purpose of this position is to assist the Director on a wide variety of State and federal policy, legislative, regulatory, and budgetary issues that may have an impact on the Department of Workforce Services and its programs/services. The Deputy Director provides executive-level leadership to the Department and completes special

projects as assigned by the Director and directly oversees the Workers’ Compensation Medical Commission and the Contracts Unit.

The Deputy Director plays a key role in collaborating with other stakeholders to develop, enhance, and grow Wyoming’s workforce. When necessary, the Deputy Director may act in place of the Director. Overall, the Deputy Director plays a highly responsible and complex role in managing and administering the Department, and leading a skilled workforce towards the achievement of the Department's vision, mission, goals, objectives, and priorities.

  • Assists the Director in planning, organizing, and guiding objectives for the agency

  • Leads and participates in internal teams working on high-priority projects and planning efforts

  • Provides strong, fair, and supportive leadership to all staff

  • Provides advice and resolution to complex or difficult operational problems.

  • Performs and participates in long-range and strategic planning, performance management, budget development, project management, and organizational development.

  • Implements agency goals, policies, and initiatives, and ensures agency work and projects are accomplished on schedule in an efficient and productive manner.

  • Serves as the Director if necessary

  • Represents the Director and Department on a variety of state committees, task forces, etc. related to Wyoming's workforce

  • Actively participates in strategic planning initiatives

  • Liaises with Human Resources staff assigned to the agency

  • Directly oversees the Workers' Compensation Medical Commission and the Contract's Unit

  • Assists the Director in leadership and management of special projects and overseeing key organization task forces and work groups as assigned

  • Supports administrators and other staff in the attainment of goals

Qualifications

PREFERENCES:

Preference may be given to applicants with a minimum of a bachelor's degree and over six years of experience managing people and programs.

Preference may be given to applicants with over five years of experience collaborating on various initiatives with federal, state, and community-level organizations and leaders to the successful completion of projects.

Preference may be given to applicants with over three years of experience with workforce development systems.

KNOWLEDGE:

  • Knowledge and wide breadth of understanding of workforce development processes and strategies

  • Knowledge of the Department of Workforce Services statutes and divisions

  • Knowledge of human relations and management

  • Knowledge of budget management, contract drafting and administration, and procurement

  • Knowledge of the legislative process

  • Ability to interact with and influence Department employees, state agencies, legislature, federal agencies, members of the public, and workforce stakeholders

  • Skills in interpersonal communications

  • Skills in team building, collaboration, problem resolution, and negotiation

  • Ability to communicate effectively, both orally and in writing, with staff and other professionals

  • Ability to engage others in innovative solutions and adapt to change
