Description

VISTA Technology Services, Inc. (VISTA) is currently seeking a Contracts Analyst to support our NAVSEA customer located in Washington, DC. This is a hybrid position reporting onsite at the Washington Navy Yard 3 days a week.

The ideal candidate will have experience supporting pre-award and post award contract life cycle including tracking, analyzing, and coordinating contract and procurement packages for DoD programs. Responsibilities:

  • Assist government customer plan and determine contract type, create pre-and post award documentation and execute.

  • Develop and review full RFP packages including Acquisition Plans (APs), Market Research Reports, Statements of Objectives, Statements of Work (SOWs), Performance Work Statements (PWSs), Quality Assurance Plans, Source Selection Plans (SSPs), Justification and Approvals (J&As), Determination and Finding (D&F), Technical Advisory Reports (TARs), and ensuring the quality, consistency, and compliance with the FAR,DFARS, NAVSEA, and administrative, regulatory, and procedural requirements.

  • Participate in multi-functional teams consisting of specialties such as engineering, tech maturation, logistics, and acquisition to create acquisition products which incorporate inputs from each of these specializations.

  • Assist in the development and review of Procurement Request (PR) packages including Statements of Work (SOWs), NAVSEA Technical Instructions (TIs), and Contract Data Requirements List (CDRL).

  • Work as a member of program team and independently to identify, research, analyze and resolve issues.

  • Assess risks and develop resolutions to meet project/program goals and objectives.

  • Utilize modules within the PIEE suite of applications such as Electronic Data Access (EDA) and Wide Area Workflow (WAWF) to track contract invoicing and access executed contract actions.

Basic Qualifications:

  • Bachelor's degree in business or a technical field

  • 5+ years of DoD program contracting and acquisition experience (NAVSEA contract experience preferred); 13+ years of experience may be considered in lieu of a degree.

  • Experience with post award IDIQ contracts

  • Experience writing, reviewing and tracking the approval process of RFP packages including Statements of Objectives, Statements of Work (SOWs), Performance Work Statements (PWSs), Source Selection Plans (SSPs), Justification and Approvals (J&As), Determination and Finding (D&F), and negotiation documents such as Price Negotiation Memorandums (PNMs) or TARs

  • Experience with different Contract Line Item Number (CLIN) types, such as Cost Plus Fixed-Fee (CPFF), Cost, Fixed-Price Incentive Fee (FPIF) preferred

  • Experience in developing and tracking the approval process of Procurement Request (PR) requirement packages including CDRL deliverables

  • Strong organization and communication skills to effectively manage multiple tasks, anticipate needs and identify and resolve issues

  • Advance MS Word, Excel, and PowerPoint, SharePoint skills

  • Strong writing skills

  • Detail-oriented and proven ability to assess issues and develop resolutions

  • Waterfall/Agile Contracting experience strongly desired

  • Active DoD Secret Clearance required

This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. For this position, VISTA will consider only applicants with an active DoD security clearance.
