Department of Transportation - Agency Wide Contract Specialist/Procurement Analyst - Direct Hire in United States

Summary You will serve as a Contract Specialist and may support any of the programs and offices across DOT. You will award, administer, and close-out contracts to support these programs and may procure complex studies; technical & professional services; professional training services; specialized equipment; or IT supplies/services. These programs administer large dollar, multiyear contracts; financial assistance agreements; task/delivery orders; inter/intra-agency agreements; and purchase orders. Responsibilities As a Contract Specialist you will: Procure supplies and services that may require specialized handling provisions, terms and conditions; advise technical personnel on the development of statements of work; formulate contracting approach, secure supplies, services or construction through use of both formally advertised and negotiated procurements, administer contracts; and/or plans and conduct contract price/cost analyses of a variety of pre-award and/or post award procurement actions; and/or review procurement actions to determine cost effectiveness and compliance with legal and regulatory requirements; and/or participates as a team member on an Acquisition Management Review Team; or any equivalent assignment. Conduct formal evaluations and source selections of all contracts to ensure equitable and comprehensive evaluation of competitive proposals and to assure selections are made that are the greatest benefit to the Government. Review, advise on, develop and recommend operating unit-wide or agency-wide procurement processes and systems, procedures and policies; or equivalent assignment. Make recommendations regarding planning, technical program support, methods of procurement inclusive of cost and fixed-price techniques; and execute contracts, modifications, and amendments. The ideal candidate for this position will have experience in the award and administration of contracts using the Federal Acquisition Regulation (FAR) specifically Parts 8, 12, 13, 14, 15 and 16. He or she would possess knowledge in the award of a wide variety of contract types to include firm-fixed-price, time-and-materials and cost reimbursement for the acquisition of professional and technical services, as well as research and development, and in conducting price analysis and detailed cost analysis. It is recognized that the breadth and depth of experience will vary by grade level of the candidate. It is considered favorably although not required for the individual to have knowledge and familiarity working with interagency acquisitions and/or grants and cooperative agreements. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: For positions at GS-07 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. (In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled.) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
