About the Position: Position is for a Contract Specialist, GS-1102-11, full performance GS-12 for the U.S. Army Contracting Command, Aberdeen Proving Ground Division, with various locations. The salary will be determined based on the duty location and grade level at the time of selection. Responsibilities Serves as a Contract Specialist within the delegated authority for pre and post award contracting/procurement requirements. Serves as point of contact for assigned procurements. Resolves contractual issues encountered in performance work statements or specifications with the customer. Serves as lead negotiator during multi-disciplined government contract/procurement negotiations. Guides the full range of contract/procurement management actions required for the execution of assigned acquisition programs. Monitors progress on contracts through correspondence, reports, vouchers, on-site investigations, and occasional visits to contractor facilities. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience at the GS-11 Level: One year of specialized experience which includes: 1) Planning activities relating to pre-award and/or post-award contracting functions; AND 2) Reviewing cost and price procedures to evaluate offers; AND 3) Monitoring contractor performance assuring compliance with the terms of contractual agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Education can be substituted for experience at the GS-11 level only. Specialized Experience at the GS-12 Level: One year of specialized experience which includes: 1) Conducting acquisition planning and contract pre-award functions such as determining method of procurement/contract type and/or documenting the acquisition strategy; 2) Applying contracting policy and regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; OR 3) Evaluating responses to competitive or noncompetitive solicitations for price reasonableness and compliance with terms and conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
