Job Description

Under the direction of the Ethics and Compliance Director, the Compliance Officer I monitors and facilitates compliance with federal, state, and the Texas A&M University System (TAMUS) regulatory and governing standards, including but not limited to laws, regulations, statutes, codes, policies, procedures, rules, and directives, as well as compliance on internal and external policies and procedures. Utilizes established internal controls and auditing systems to identify, detect, and correct noncompliance and implements changes to compliance processes due to new or amended regulations. The primary duties of this position are Export Controls and support of the TEEX research compliance program. Reviews sponsored research agreements for export control language. Assists with Technology Control Plans. Attends compliance meetings and assists with other areas of export control and research compliance as needed.

This position reports to the Associate Director, Agency.

Required Qualifications:

  • Bachelor’s degree in applicable field from an accredited college or university, or equivalent combination of education and experience.

  • Four years of related experience in experience in research compliance, audit, accounting, legal, or program development.

Required Licenses/Certifications:

  • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.

Preferred Qualifications:

  • Professional Compliance Certification (i.e: CCEP, ECoP).

  • Knowledge of federal and state regulations, and guidance related to export controls and research compliance.

Physical Requirements:

  • Ability to communicate orally and in writing.

  • Ability to regularly use computer/keyboard/telephone.

  • Ability to sit/stand for extended periods of time in an office environment.

Knowledge, Skills, and Abilities:

  • Intermediate knowledge of word processing, spreadsheet, and database applications.

  • Intermediate knowledge of data systems and compliance software, such as Concur, Visual Compliance and ability to learn new systems as needed.

  • Advanced knowledge of governmental and higher education regulations (i.e.: Department of Commerce Export Administration Regulations (EAR), the Department of State International Traffic in Arms Regulations (ITAR), and the Office of Foreign Assets Control (OFAC) sanctions and regulations).

  • Knowledge of governmental and higher education operations.

  • Strong interpersonal and organization skills.

  • Ability to multitask and work cooperatively with others.

  • Strong verbal and written communication skills.

  • Analytical abilities and aptitude in problem solving.

  • Ability to work on matters of high sensitivity and confidentiality.

  • Detail oriented.

  • Ability to work with a wide range of constituencies including staff, training participants, administration and third parties with diplomacy and tact.

  • Ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

  • Understanding of higher education administration that includes one or more of the following: export control, conflict of interest, research with human subjects or intellectual property.

  • As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.

  • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.

  • Hiring restrictions in compliance with System Policy 15.02 Export Controls: Must be a United States citizen, permanent resident, or a person granted asylum or refugee status in accordance with 15 CFR, Part 762; 22 CFR §§122.5, 123.22 and 123.26; and 31 CFR § 501.601

Essential Duties, Tasks, and Percentages:

Export Controls Compliance and Research Compliance – 90 %

  • Assists in the development and maintenance of an effective and broad-based export control compliance program in accordance with federal export laws, A&M System policies, regulations, and guidance, and TEEX rules and procedures.

  • Serves as a subject matter expert and provides training and support services in institutional policies and procedures related Export Controls and other regulatory matters.

  • Monitors compliance export control federal, state, TAMUS, and TEES requirements.

  • Identifies potential areas of compliance vulnerability and develops a plan of action to bring any non-compliant areas into compliance.

  • Reviews equipment purchases and assists with export-controlled inventory.

  • Conducts Restricted Party Screenings.

  • Reviews international travel, employment and visitors, and reviews equipment purchases and inventory for export controls requirements.

  • Prepares and monitors technology control plans (TCPs).

  • Reviews various types of agreements and contracts for export control language.

  • Prepares the TEEX annual export control risk assessment.

  • Tracks and reports monthly activities.

  • Serves as point of contact for international travel by keeping personnel informed of current rules and requirements for international business and international travel, including travel and conducting business with countries and regions designated as extreme risks countries.

  • Monitors and tracks annual financial conflict of interest disclosures.

  • Assists with drafting management plans and any required annual updates.

  • Coordinates and assists with any necessary compliance meetings.

  • Assists with the reviews of annual disclosures, to include any necessary export control and/or global engagement reviews.

  • Assists with monitoring nepotism on sponsored research projects.

  • Assists with institutional conflicts of interest.

  • Assist Compliance Officers in promoting export control awareness, implementing policies and procedures to comply with federal laws, system policies and regulations, as well as agency rules and procedures.

  • Coordinates and supports aspects of compliance reviews based on knowledge of institutional guidelines and federal regulations. Consults and advises staff in the preparation of research compliance documents.

  • Adds value by contributing to the agency compliance efforts in support of research integrity and compliance.

Other Departmental responsibilities - 10%

  • Develops training materials and conducts regulatory training as needed.

  • Assists in updating and maintaining materials and program websites.

  • Coordinates and assists with records, reports, initiatives, and communications.

  • Participates in institutional service roles, such as communities of practice, committees, or other work groups.

  • Serves on external committees or affinity groups (i.e. Export Controls Affinity groups) as appropriate.

  • Actively participates in team meetings and events.

  • Performs additional work duties as assigned.
