GENERAL DESCRIPTION:

The Wyoming Department of Health (WDH), Division of Healthcare Financing (Division) is seeking a Policy Analyst for the Division’s Policy Unit. This position provides support to the unit and the Division in data analysis projects that inform policy development, implementation of best practices, and the agency-wide performance management initiative HealthStat. This position monitors, reviews, and submits State Plan Amendments and ensures SPAs align with state and federal rules and regulations. This position manages Division rules promulgation by providing coordination and facilitation throughout the promulgation process. This position provides support for Division program initiatives and special projects.

This position is an At-Will Employment Contract (AWEC) and includes a single Health Insurance plan. This position pays for actual hours worked and is limited to 40 hours per week. The position does not include paid vacation time, paid sick time, paid holidays, family health insurance, retirement, or other benefits. These items are not negotiable by the hiring manager.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Completion of Division policy research, analysis, and reports.

  • Understand the complexity of Division programs.

  • Coordination of the development and submission of State Plan Amendments within Division and federal timelines.

  • Facilitation of rules development and submission of rules to meet the needs of Division and Department initiatives and priorities while ensuring adherence to federal regulations.

  • Support HealthStat performance management initiative and identify opportunities for performance improvement within the Division.

  • Coordinate and conduct new employee Onboarding quarterly as needed, ensuring training materials remain accurate and up to date.

  • Completing special projects as directed.

Qualifications

PREFERENCES:

Preference is given to candidates with a master's degree in public policy, public administration, economics, business administration, or related field.

Preference is given to candidates with 1-3 years of experience in health policy or related fields.

Preference is given to candidates with working knowledge of statistical software and tools (e.g., R, Stata), as well as the Google Products Suite (e.g., Sheets, Sites, Apps Script).

KNOWLEDGE:

  • Knowledge of, and interest in, data analysis and visualization, governmental processes, and performance management.

  • Intermediate to expert computer knowledge, including Microsoft Office products and knowledge of statistical and data analysis tools.

  • Ability to work on teams.
