Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son province.

Job Overview/Summary:

Perform accounting and finance activities within Finance Department as assigned and assist the Finance Manager in the implementation of policies, procedures, and system.

Major Responsibilities:

To process all bank/ cash accounting transactions within Ratchaburi Finance department, petty cash entries, bank entries, cash count reconciliations and bank reconciliations.

  1. checking payment request for petty cash and bank transactions in expenditure upload sheet and ensure that the payment request following the IRC policies and donor regulations are adhered to
  • Expenses are allowable as per specific donor regulations.

  • The charging codes for payments submitted are correct.

  • The calculations are correct. (This includes a test of the mathematical accuracy of invoices, receipts and supporting documents to payments).

  • The relevant supporting documents are attached in compliance with the IRC and the donor’s policies, procedures and regulations and ensure proof of receipt of goods and services before payment made.

  • The request is approved by an authorized person.

    1. Preparation of bank transactions in excel spreadsheet for Ratchaburi office and ensure compliance with IRC/ Donors rules and regulations.

    2. Follow-up on any outstanding transactions including invoices and outstanding advances/receivables.

    3. Ensure calculate withholding tax in compliance with the Thai revenue department’s rules and regulations.

    4. Assist Finance Manager in preparation of the cash disbursement of TH CBAs stipend and ensure supporting documents are valid and correct. Arrange stipend envelope, Assist stipend distribution in Tham Hin Camp.

    5. Assist Finance Manager in preparation transaction of payment request for transfer to vendors by banking online (K Cash Connect Plus) and Preparation cheque following details below.

  • Summarize total amount to be paid monthly.

  • Prepare cheque based on the approved payment document.

  • Prepare documents to the bank indicating types of bank notes.

  • Prepare and distribute cheques to vendors based on the approved payment request.

    1. Assist for banking deposits/withdrawals to vendors and inform to all vendors by phone or Email for transfer confirmation, Send documents and follow-up on receipt from all Vendors.

    2. Ensure all the financial documents are properly filed and tagged per requirements.

    3. Photocopy and scan all necessary documents.

    4. Coordinate with HR/Admin/Supply chain and program focal points to support programs.

    5. Clear outstanding balance finance already paid.

    6. Support Warehouse/Supply chain for quarterly cycle count for Pharma /non pharma, Inventory and Asset in Ratchaburi and Kanchanaburi.

    7. Assist Finance manager to ensure finance task on INTEGRA system

    8. Assist Finance manager and All Finance in BKK to perform other duties as requested.

Job Requirements:

Education:University degree in accounting, finance, or business administration

Work Experience:

  • At least 1–3 years’ experience in similar position or responsibilities.

  • Working Experience with Humanitarian NGO is advantage.

    Demonstrated Skills and Competencies:

  • General Accounting knowledge.

  • Effective time management and people skills

  • Ability to manage multiple tasks and meet regular deadlines.

  • Computer Literacy (Excel, Word)

    Language Skills:

  • Thai native

  • Good command of written and spoken English

    Working Environment:

    The position is a national post and will be based in the IRC office in Ratchaburi, with travel to Kanchanaburi, Bangkok and Thailand-Myanmar border area as required.
