Job Responsibilities:
This is a regional HQ role, and the person will work as an individual contributor , reporting into the Operational Risk Governance team within ARMO-ORMT (Risk Management Office for Asia – Operational Risk Management). The person will be responsible for supporting overall operational risk governance enhancement to realise effective 2nd LoD oversight to regional branches in APAC (excl. Japan and China). Main job responsibility includes but not limited to;
Support overall issues management framework establishment with key focus on SII (Self-identified issue) to enhance 1st LoD risk ownership as well as strengthening 2LoD effective review and challenge. This includes management of overall framework, conducting training and awareness session to 1LoD/Country, issues consolidation and reporting.
Support enhancement of regional operational risk management framework (e.g. developing ORM policy, implementation of RCSA, etc.) in collaboration with stakeholders.
Support Operational Risk Infrastructure/System implementation (OpenPage) for various ops risk modules; KRIs, Control Self-Assessment (CSA), Issue Management of Self-Identified Issues (SII) in close collaboration with Tokyo HO
Participate in Global project (global taxonomy pj etc.) to input Asia specifics
Managing Regulatory open issues management reporting and escalation in collaboration with APAC Branches
Support in organising the APAC regional Committee meetings for Operational Risk part (plan, collate and finalize meeting materials).
Manage and coordinate annual CSA process for all APAC branches and support initiatives for future enhancement
Maintain and analyze Key Risk Indicator (KRI) and Risk Dashboard from regional SMEs (Subject Matter Expert).
Work closely with regional SMEs and Branches to implement enhanced risk assessment tools (risk event, KRI, thresholds) for operational risk area
Provide guidance and support to APAC branches in their operational risk managements and complying with local regulatory requirements
Second Line of Defence for Operational Risk Management will include but not limited to;
Operational Risk Governance and Strategy
Develop, review and maintain the Operational Risk Management Governance frameworks, processes and methodologies in line with regulatory requirements, MUFG policies, and industry best practices
Support the Roll-out of regional standards to APAC branches to uplift the branch operational risk management framework and to enable them to manage operational risk in a standardized and systematic manner
Support to develop and implement region wide initiatives to embed sound risk culture
Risk Management and Audit
Monitor open issues (incl. regulatory and audit issues, SII), identify high risk issues, review remediation actions and report to management and key committees
Conduct ongoing review and challenge as 2LoD, through review of operational risk metrics (KRIs), CSA, risk event, incident to identify systemic/thematic risk concerns that warrant deeper analysis and escalation to senior management
Work with 1LoD / relevant Function Units / APAC branches to implement necessary operational risk management tools and provide regular training and education
Ensure proper operational risk system implementation and adherence to reporting rules and guidelines
Support in organising and preparing the presentation for regional operational risk management committee
General
Support in executing necessary training on policies and standards
Work in partnership with Head Office, various branches and departments to support the implementation of global, regional and local projects
Provide advisory for various operational risk management activities
Job Requirements:
At least 3 years of hands-on experience in operational risk management especially in the area of RCSA/CSA, Control Testing, Issues Management. Experience in Financial service, regional role would be preferred.
Good understanding of KRIs, risk metrics development and operationalization
Good knowledge of relevant operational risk regulations in the Asian region and understanding of industry trends/best practices and knowledge of ops risk standards
Experience of project management / support will be a strong plus
Good communication skills to build effective partnership with key stakeholders through various collaboration / negotiation
Ability to work effectively in a team environment, and takes initiatives to collaborate and challenge status quo, and adaptable to embrace new changes
Proficient in MS Office (Excel, Powerpoint)
Good Analytical and Presentation Skills
Ability to articulate complex concepts and issues in a clear manner
Self-driven and independent with good attention to detail and accuracy
Interpersonal skills with excellent written and verbal communication
