Job Description

Intel is embarking on a tremendous expansion. We have very exciting opportunity based in Penang, Malaysia. We are looking for a fulltime candidate to join Malaysia Customs and Trade Facilitation team to drive site customs and trade facilitation program.

The Customs and Trade Facilitation, CTF, Site Program Manager will be responsible for working and collaborating closely across all Malaysia site stakeholders to ensure not only barrier free trade, establish effective internal controls to protect the Company, optimize trade performance, and reduce costs. The CTF Site Program Manager must fully support the implementation of best in class customs compliance solutions, including duty optimization processes that scale throughout Malaysia. This role will interface with internal business leaders, legal, supply chain, logistics, finance, external brokers, and customs authorities to provide key inputs that inform business decisions and manage, monitor, and improve preventive and detective trade compliance controls.

To be successful in this role, you will be a trade compliance professional with previous experience managing complex trade compliance programs and or projects in Malaysia and have demonstrated experience enhancing or developing programs that reduce costs, promote efficiency, and strengthen compliance. The successful candidate will bring excellent technical trade acumen in Malaysia licensed manufacturing warehouse regulations and free zone best practices, influential interpersonal skills, commitment to cross collaboration, and customer focus to enable strategic business solutions.

Responsibilities: 1. Accountable to ensure all customs rules and regulations are fully addressed for Intel's site operations in Malaysia. 2. Create, implement, and administer customs policy and standard operating procedures to expedite cross border transactions while ensuring site compliance with regulatory requirements in Malaysia. 3. Manage customs and trade facilitation for all cross-border operations in and out the country, including site operation activities, address site shipment issues and escalations. 4. Proactively identify and maximize duty optimization opportunities, develop policy, and implement procedures in partnership with key stakeholders e.g. tariff engineering, free trade agreements, duty suspension, duty deferral, exemption programs, etc. 5. Leverage data to make informed decisions. 6. Monitor and interpret changes in Customs and other cross border government agency regulations, assess impact to business, and develop strategies to address findings. 7. Provide subject matter expertise to Intel business group for site Customs compliance program to ensure compliance with trade legal requirements. 8. Develop and maintain site supply chain security programs such as Authorized Economic Operator such as AEO. 9. Partner with Public affairs, Government affairs, and country leadership to drive local trade advocacy proactively in creating local barrier-free trade environment, monitor and interpret changes in local Customs and OGA regulations; address specific shipment issues, coordinate with local stakeholders, and engage with local Customs. 10. Provides accurate interpretation and guidance to Intel Malaysia site on local and regional import and export control laws and regulations, and the Customs regulations impacting assigned site programs. 11. Establish and maintain quarterly business reviews with Site Leadership to review key performance indicators and develop improvement plans. 12. Represent Intel in external meetings with industry leaders and government regulators to advocate key customs and trade facilitation topics. 13. Participate and represent APJ CTF. as required in ITG's internal, or site business unit projects. 14. Represent CTF in assigned business expansion core program team or core project team. 15. Must be recognized as key and trusted partner for site and business group leaders by delivering strategic trade proposals.

Qualifications

Education and Experience: - Bachelors degree required; Advanced degree e.g., JD, MBA, etc. is highly desirable. - 8 plus years' experience in customs and trade facilitation in Malaysia, global or regional exposure. - Certifications such as Malaysia Customs Broker, Project Management, Six Sigma is welcomed. - Expert understanding of customs regulations and processes in Malaysia. - Strong working knowledge of duty optimization programs, Customs Valuation, Rules of Origin and Harmonized Tariff Classification. - Project management experiences in Trade, IT, Technology solutions will be an added advantage. - Experience communicating with government trade regulators and senior business leaders. - Able to communicate clearly, thoughtfully, and accurately with different levels and present to groups with confidence. - Problem-solving aptitude with attention to detail and outstanding organizational ability - Strong English and Malaysia national language written and verbal communication skills.

Working Model

This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
