The Opportunity

Abt Global seeks a senior human resources management (HRM) consultant to support the development of a career progression framework and a roadmap to formalize the integration of APS within the MOH HR structures. This assignment is part of the Community Health Workers (CHW) Activity being implemented in Mozambique under the USAID-funded Local Health System Sustainability Project (LHSS). The Project aims to help low- and middle-income countries transition to sustainable, self-financed health systems as a means to support access to universal health coverage. We work with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services. Led by Abt Global, the six-year project will build local capacity to sustain strong health system performance, supporting countries on their journey to self-reliance and prosperity.

As the HRM consultant, you will be responsible for working closely with the CHW Activity Lead in Mozambique and Ministry of Health counterparts to consult relevant stakeholders, conduct a situation analysis to understand the current state, and develop both documents ensuring alignment with existing laws, policies, and standard operating procedures.

The contract is anticipated to be four months in duration, from August until November 2024, with an estimated part-time equivalent work. The exact number of days will be determined in discussion with the selected candidate.

Core responsibilities

The consultant will be responsible for the following tasks:

  1. Assessment and situational analysis of the current CHW/APS program:
  • Document the existing roles, responsibilities, training, and compensation of APS, their supervisors, and any supervisees

  • Comprehensively analyze the current HR laws, policies, practices, and proposed reforms within the Ministry of Health’s Human Resources Directorate and the Civil Services Commission

  • Engage with key stakeholders including government officials, CHWs, health facility managers, and relevant NGOs to gather insights, build consensus, and ensure alignment with national health priorities.

  • Identify gaps, challenges, and opportunities for integrating CHWs into the formal health system, including gender inclusivity

  1. Roadmap development:
  • Develop a detailed roadmap for integrating CHWs into the formal health system and government HR system

  • Define clear steps, timelines, and responsible entities for the integration process

  • Ensure the roadmap addresses training, certification, supervision, compensation, and regulatory aspects, as well as advocacy and resource mobilization, as necessary

  1. Career progression model:
  • Design a career progression model for CHWs that includes defined career paths, promotion criteria, and professional development opportunities

  • Align the career progression model with existing HR policies and structures within the Mozambican health system

  • Propose mechanisms for continuous professional development, mentorship, and support for CHWs.

  1. Documentation and reporting:
  • Prepare detailed reports documenting the assessment findings, stakeholder consultations, and proposed roadmap and career progression model

  • Develop policy briefs and presentation materials for government and stakeholder use

  • Conduct workshops to build the capacity of relevant government and health system personnel to implement the roadmap and career progression model.

  1. Project schedule

  2. Situation analysis report

  3. Detailed roadmap for CHW integration

  4. CHW career progression model

  5. Final report including recommendations and implementation guidelines

What we value:

  • Advanced degree in Public Health, Health Administration, Human Resources, or a related field.

  • At least 10 years of experience in health systems strengthening, HR management, and human resources for health.

  • Previous experience working with Ministry of Health management, including the human resources directorate

  • Proven track record in developing HR policies and career progression models.

  • Strong understanding of the health system and policy environment in Mozambique

  • Strong understanding of Mozambique’s labor laws and civil service structures

  • Excellent analytical, communication, and stakeholder engagement skills

  • Proficiency in Portuguese is required. Proficiency in English is desirable.
