Vectrus Power Plant Manager in Iraq

Overview

The Power Plan t Supervisor is responsible for the oversight and management of power generation (Spot and Emergency Power Systems), central power plant and medium voltage distribution systems for a large facility U.S. Government Operations and Maintenance Program . The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Responsibilities

MAJOR JOB ACTIVITIES:

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Manage, supervise and provide accountability for the day-to-day (24/7/365) operations, maintenance and management of the 50 Hz and 60 Hz power station, critical systems and medium voltage distribution system.

  • Monitors energy efficiency and analyzes system performance to provide engineering recommendations to improve compound sustainability and resiliency.

  • Take appropriate actions to ensure safe, efficient and sustainable plant reliability.

  • Respond to critical service (power) outages and effect service restoration in a safe and expedient manner.

  • Manage and oversee the operation, calibration, diagnostics, troubleshooting and repair of all mechanical and electrical equipment systems and electric/pneumatic control systems on site.

  • Interpret work orders and associated specifications, operating manuals/ procedures and technical publications in order to properly schedule work and provide advice to employees.

  • Conduct or arrange for employee training in utilities operational procedures, repair and maintenance techniques, and equipment use.

  • Determine schedules, sequences and assignments for work activities based on work priority, type of utilities services and skill of personnel.

  • Monitor work locations in order to detect unsafe work conditions and implement on-the-spot corrections and process improvements as required .

  • Participate in budget preparation, capital expenditure reviews, coordinate purchasing and monitor expenditures.

  • Liaise with the Bureau of Overseas Building Operations (OBO) on commissioning and operational integration of ongoing and future engineering projects.

  • Conduct periodic inspections of buildings, machinery and equipment.

  • Responsible for the overall physical appearance and condition of equipment, buildings and grounds.

  • Inspects operational activities for safety precautions and instructs employees against occupational hazards; responsible for employee conduct and compliance with all safety policies, regulations and compliance with all Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) requirements.

  • Supervises the maintenance of plant records and prepares periodic and special activity reports.

  • Responds to emergency calls regarding plant equipment breakdowns and unit outages.

  • Perform additional duties and projects as assigned.

    MATERIAL & EQUIPMENT DIRECTLY USED:

    Able to use desktop or laptop computers . Strong f amiliarity with MS Office programs – MS Project, Excel, Word, Powerpoint , Visio, etc.. . Experience with Outlook or similar email systems .

    WORKING ENVIRONMENT:

    Work i s performed in a combination of both indoor and outdoor environment s . This contract is performed in a contingency operations environment, in a harsh climate, and often hazardous situations. While performing the duties of this contract, may regularly be exposed to an extreme and austere desert environment. Temperatures can reach 120 – 130 degrees Fahrenheit/50 – 55 degrees Celsius during the summer months. M ust be willing and able to perform job requirements in this environment, as well as deploying to Iraq for extended periods. Work schedules are typically six (6) days per week and ten (10) hours per day. M ay be performing physical activities including, but not limited to, heavy lifting and moving of items, climbing in and out of equipment, crawling, and working outdoors. M ust be able to move quickly to cover during security alarms. This includes being able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and being capable of running during emergencies without putting oneself or others at risk. M ust maintain physical and dental requirements for duration of deployment . Work could include assignments, or, visits to multiple sites – either temporarily, or, long term – in remote, or, austere locations.

    PHYSICAL ACTIVITIES:

    Work may require continuous sitting, walking, and standin g .

Qualifications

MINIMUM QUALIFICATIONS – REQUIRED:

Education /Certifications :

High School Diploma or equivalent.

Minimum Experience Level:

Eight ( 8 ) years’ experience operating and emergency power systems, medium voltage power distribution and prime power generation systems. Or graduation from a four-year accredited college or university with a degree in mechanical or electrical engineering and three (3) years’ supervisory experience in power plant engineering operations.

Experience developing and managing maintenance programs and systems, including service scheduling as well as maintaining stock levels for O&M parts, materials and tools through the lens of aggressive cost control.

Knowledge, Skills , Abilities :

  • Demonstrated working knowledge of power plant related activities for a comparable facility.

  • Experience working on comparable overseas USG contracts in austere remote environments, such as Polar Services, LOGCAP, AFCAP or USG FMS programs.

  • Working knowledge of Maximo software.

  • Working knowledge of Reliable Centered Maintenance (RCM) and nondestructive testing methodology .

  • Knowledge of applicable U.S. Codes (NFPA, NEC, API and EPA) and accepted trade practices.

  • General knowledge of industrial safety and environmental regulations.

  • Ability to use data-driven metrics to analyze system and operational performance.

  • Ability to define problems, collect and analyze data, establish facts and propose actionable solutions.

  • Ability to read, comprehend and apply information contained in manufacturer equipment manuals; plant documents including drawings and specifications; operation and maintenance manuals; standard operating and emergency response procedures; material safety data sheets, etc.

  • Ability to exercise sound judgment and make decisions independently.

  • Knowledge and experience regarding occupational hazards of the electrical and mechanical trades, related safety precautions and considerable skill required for the installation, maintenance and repair of power generation and water/wastewater treatment systems and equipment.

  • Knowledge of principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards and evaluation of customer satisfaction.

  • Ability to plan, assign, direct and review the work of subordinates and provide instruction in a manner conducive to improve performance and morale . Experience in training local and foreign national employees in operations and maintenance of similar equipment.

  • Ability to plan, arrange, schedule, assign and inspect work of mechanical and electrical plant personnel.

  • Demonstrated ability to lead and manage staff.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Ability to work independently and handle multiple projects.

  • Excellent organizational and time management skills.

    Licenses and Certifications :

    Certifications relating to power plant and central plant operations , preferred

    Valid driver’s license from home of record.

    S ecurity Vetting:

    Already possess a U.S. Government (USG) issued Secret security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position.  Must maintain eligibility at the required clearance level for the duration of the task order .

    Language Skills:

    Strong oral and written English communication skills.

    Citizenship:

    U.S. citizenship is required .

    D ESIRED :

  • Power plant management and maintenance experience on large industrial generators ( ˃ 2 0 MVV) and/or other large diesel engines (MHE/Marine).

  • Knowledge of power synchronization controls, power AC protective relays and power transformer maintenance.

  • Knowledge and experience with balance of plant and industrial evaporative cooling systems.

  • Knowledge of principles involved in strategic planning, resource allocation, human resources, leadership, service delivery methods and coordination of people and resources.
