Responsibilities

  • This position is located at U.S. Embassies and Consulates overseas primarily in designated high threat countries.

  • Interpret and translate verbal communications; provide translation services during interviews (including during polygraph examinations) and meetings; and transcribe and analyze spoken communications.

  • Interpret oral conversations concurrently/simultaneously.

  • Interpret and translate written communications; review and analyze foreign language documents for key information; and prepare documents in English and the target language(s).

  • Prepare typed English translations from other source media.

  • Perform quality control review of completed work and validate the accuracy of completed translations and transcriptions.

  • Ensure communications and translations are conveyed and understood in the proper context.

  • Observe and analyze culture-specific non-verbal indicators and cues as they relate to written or spoken communications.

  • Provide administrative support related to specific areas of assignment.

  • Perform Temporary Duty at any RSO Office world-wide to work as a Vetting Support Linguist to support the RSO mission of vetting locally engaged staff employees and job applicants.

  • Undertake any other auxiliary duties as assigned to support the DS/ICI/CCV mission.

  • Ensures the proper storage and maintenance of accumulated data (classified and unclassified).

Qualifications

The Contractor shall provide personnel who have the necessary experience, education, training and skills to perform the work and manage the requirements included in the contract. Requirements include:

  • A minimum of three years’ experience as a linguist (written and spoken communications) is required. Experience in an overseas environment is highly desired.

  • Must be a United States citizen

  • Secret personnel security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract performance.

  • Excellent command of both the English and the target language(s) including any specific dialect required for the location of work performance. Demonstrated language proficiency for English and the target language(s) of at least S4 (speaking) and R4 (reading), as classified by the U.S. Department of State’s School of Language Studies, or at the Superior level, as classified by the American Council on the Teaching of Foreign Languages (ACTFL). Other equivalent commercial proficiency and testing standards will be accepted if approved by the COR.

  • Knowledge of host country culture, traditions, and customs is highly desirable.

  • Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred.

  • Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds.

  • Must be able to operate as part of a team, cooperate effectively with other team members, and be mission focused.

  • Must be in good physical condition with no health deficiencies, either temporary or long-lasting, that would impair performance of duties in order to perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions

  • All linguists must be capable of performing the following duties, as may be assigned at any time:

  • Monitoring (listening to), translating and synopsizing content of real-time oral communications recordings.

  • Transcribing from storage media, but not limited to audiocassettes, videocassettes or digital media and typing in both the required target language(s) and English.

  • Preparing typed English translations from other source media.

  • Performing quality control reviews of completed work.

  • Validating the accuracy of completed translations and transcriptions.

  • Interpreting oral conversations, concurrently/simultaneously.
